External: <br />• Use logo (see above) to establish strong visual identity for parks and open space services <br />• Develop outreach plan to coordinate timely release of information (i.e., wait until certain <br />key elements have been implemented) <br />• Develop plan for media relations consistent with "low level of controversy" objective <br />• Provide easy -to- understand explanations of how park services are delivered in the <br />community; <br />• Deliver messages to the general public cost - effectively <br />• Identify key user groups and use focused meetings to get their ideas and test success of <br />"seamless transition" goal; <br />• Develop and disseminate positive messages about reorganization. <br />TACTICS <br />Internal: <br />• PW employee meetings and e-mail messages from Jeff Lankston and Les Lyle; <br />• E -mail messages from Jim Johnson; <br />• Use Internet to "push" information to employees and to "pull" responses and suggestions; <br />• Consider rewarding employees who offer ideas that save money or improve efficiency for <br />park service transition; <br />Develop logos and hold an employee contest to select the final design; <br />• Develop and distribute (perhaps using Internet) an internal guide to park services that <br />clearly identifies lead responsibilities and contacts for specific park services (include <br />Facilities, LRCS, PDD, PW) <br />External: <br />• Use logo consistently on parks and open space materials; <br />• Use existing citywide newsletters (e.g., CityScape, Stormwater Connections) to deliver <br />messages to general public <br />• Develop "Parks and Open Space Services" newsletter to improve visibility of parks and <br />open spaces in the community (perhaps convert volunteer newsletter) <br />• Use LRCS Recreation Guide to deliver information to park users <br />• Look for tie -ins to POS bond measure communications program <br />• Implement plan for earned media at appropriate times <br />• Develop a "guide to park services at the City of Eugene" and distribute to all major user <br />groups; <br />• Get on group meeting agendas once reorganization is substantially completed; <br />• Develop key messages early on and use them consistently when discussing <br />reorganization; <br />• Determine what role Council or individual Councilors will have in communicating with <br />the public on this issue. <br />October 19, 2000 18 <br />
