COMMUNICATIONS PLAN <br />PARKS AND OPEN SPACE REORGANIZATION <br />The following is an initial draft communications plan which outlines a number of steps or activities <br />which could be undertaken to increase visibility and service delivery acceptance for the new POS <br />division. <br />GOALS <br />Internal: <br />External: <br />Receive feedback from staff on organizational strategies; <br />Achieve understanding and acceptance of reorganization outcomes; <br />Receive feedback from staff on implementing reorganization. <br />Provide seamless transition in terms of service delivery; <br />Improve visibility and appreciation of parks and open space services in the community <br />OBJECTIVES <br />Internal: <br />• Significant majority of staff feels they have opportunities to provide feedback on <br />organizational strategies; <br />• Interdepartmental staff understands reorganization outcomes (including a possible phased <br />or incremental approach) and is able to explain them to customers; <br />• Staff proactively looks for ways to implement reorganization effectively and efficiently. <br />External: <br />Reorganization accomplished without much media attention (i.e., this is a low level of <br />controversy change); <br />Public perceives that reorganization will provide park services more effectively and <br />efficiently (or, no strong negative responses from customers /user groups on service <br />delivery as a result of reorganization). <br />STRATEGIES <br />Internal: <br />• Provide regular updates to staff during reorganization/implementation process; <br />• Develop easy -to- understand explanations of park service delivery and distribute to <br />appropriate staff; <br />• Create feedback loops for staff to assist in "fine tuning" reorganization; <br />• Provide recognition to employees for good implementation ideas; <br />• Consider developing parks and open space services logo; <br />• Provide opportunity for LRCS and PDD to review and comment on orgazational and <br />implementation strategies. <br />October 19, 2000 17 <br />
