SUMMARY <br />The discussions generated at the various meetings leading up to the completion of this project brought <br />with them a number of consensus conclusions: <br />Enhanced Visibility and Program Development <br />The elevation of the POS program to divisional status and implementation of a senior management <br />position will provide the focused management efforts for POS advocacy and program development <br />which has been hard to achieve under the existing organizational structure. The creation of a Parks and <br />Open Space Division would also facilitate establishing clearer program direction and clarify service <br />delivery goals. These items together would raise public awareness of the value they receive from POS <br />programs provided by the City of Eugene. <br />Heightened Importance <br />The elevation of the POS program to a divisional status within the PW organization will show a <br />recognition of its importance in relation to other PW programs. For two (Parks Planning and Urban <br />Forestry) out of the proposed four section managers, this would be an elevation of authority and <br />responsibility. For the Parks Maintenance Manager it would be an increase in the number of staff <br />supervised. The creation of a new Wetlands and Open Waterways Section would enhance coordination <br />and direction to management of wetlands and open waterways. <br />Coordination Needed for Successful Implementation <br />In general, the services provided by the Public Works Department have tremendous interdependence and <br />coordination needs with each other. Within the current organizational structure, providing Park and <br />Open Spaces services requires extensive coordination with staff from Engineering, Planning, <br />Maintenance and the various component work units within each. With the creation of a new division, <br />this will still be the case. While program "lead" responsibility for the service functions such as Master <br />Planning, Maintenance, and Land Management would reside within the POS division, "lead" <br />responsibility for technical assistance in the acquisition of those lands, design of POS infrastructure, <br />coordination with adjacent development, design of flood control and water quality improvement projects <br />would primarily reside within PWE. A "team" approach to the management of Parks and Open Spaces <br />will be essential, not only including participation from the other PW divisions, but LRCS and PDD as <br />well. <br />Similarly, in order to successfully implement the "green infrastructure" concepts as they relate to capital <br />projects, PEPI projects, and development reviews, a concerted effort will need to be made by <br />Engineering and POS division staff, to draw upon each other for expertise and to effectively coordinate. <br />Specifically with respect to ensuring coordination / responsibility for open waterways related <br />development review, inspection and enforcement of the open waterways ordinance for the "long term," <br />more discussions will be needed. <br />Implementation <br />October 19, 2000 19 <br />
