After speaking with Rob, Josh contacted Ed Freddette, Erosion Control Specialist in PDD, and the two of them met with <br />Tod and Will on Monday 10/23. They did a full tour of the course in addition to a comprehensive look at the trench and <br />drainage work on Fairway 5. Ed described the meeting as cordial and productive. They agreed to the following: <br />1. A full GIS and scoping of the stormwater and wastewater systems is needed to map it, and determine the roster of <br />needed repairs. Josh will attempt to get funding for this key project. <br />Josh was going to look into what the city (maintenance) could do as far as researching the existing public systems. Check <br />with Josh about details. <br />MUCH work has been done over the years by previous course managers, including connecting private drain lines to the <br />public system without permits. This means no documentation, work not meeting city standards and sediment entering the <br />public system from numerous sources. There may even be private area drains that were connected to the public <br />Wastewater lines It appears that many of the connections were not sealed, perforated pipes extend INTO the public lines <br />(possibly creating obstructions). <br />Additionally, the sediment vault at the low end of the public storm system (NW corner of lot) is at nearly full capacity with <br />sediment. The vault needs to be serviced (vactored out). This is a 3 1/2' diameter pipe, filled half full with sediment( <br />There is also concern with some of the inlets on the upper end of the public system as it enters the golf course - there are <br />open ditches draining directly into manholes without any sediment control = sediment washing into piped system at the <br />south end of the golf course. <br />2. The contractors could continue with their trench solution, but they had to take steps to prevent some erosion on the <br />hillside and in the trench. They also need to provide regular service on the newly installed catchment that is in -line prior <br />to the storm drain connection. <br />The sediment trap that they installed may not meet city standards, but may help with the sediment that is sure to come <br />down the ditch that they dug. We (erosion) are asking them to: <br />• Place check dams alono the lenoth of the ditch to slow the water and to catch sediment along the way <br />• Seed or cover the exposed soils - they indicated they would seed. <br />• Monitor the ditch and sediment trap closely. <br />• Look at a permanent solution for next season. The trench (if it were to stay open) needs to be modified so it can be <br />hardened and /or vegetated to prevent further erosion of the ditch. <br />3. The erosion permit that was issued for the soil that was brought into the course recently has been expanded to include <br />the trench and hillside. No fines will be issued by the erosion team at this time. <br />The key questions that remain are: <br />1. Who will pay for the irrigation, stormwater and wastewater system repairs that need to occur? Tom Utt reports that <br />over the past year the City has provided hundreds of man hours and lots of parts /supplies to repair the irrigation system. <br />2. How do we improve the communication between the contractors and the City: Craig Smith, Rob Hallett, Meredith Fox, <br />Tom Utt (or his replacment) and the Urban Forester? <br />3. Who will pay for the stormwater and wastewater drain repairs? <br />4. How do we help the contractor improve relations /communication with the neighbors? <br />5.
