ADMINISTRATIVE ORDER NO. 58-03-13-F
of the
City Manager of the City of Eugene
ADOPTING DESIGN STANDARDS FOR STREET LIGHTING SYSTEMS
ADMINISTRATIVE RULE R-7.085/SL.
The City Manager of the City of Eugene finds as follows:
A. Section 2.019 of the Eugene Code,1971, authorizes the City Manager to adopt rules
and regulations necessary for the administration or enforcement of provisions of the Eugene Code,
1971. Section 7.085 of the Eugene Code, 1971 authorizes the preparation of design standards and
standard specifications for construction, reconstruction, or repair of public improvements.
B. In addition, the Design Standards and Guidelines for Eugene Streets, Sidewalks,
Bikeways and Access Ways ("Design Standards and Guidelines") adopted by Resolution Na. 4608
of the City Council on November 22,1999 included a street lighting design standard, which was also
included in the Eugene Arterial and Collector Street Plan adopted on the same date as findings in
support of Ordinance No. 20181.
C. Pursuant to that authority and based on the findings contained in Administrative Order
No. 58-03-13 issued on July 2, 2003, I notified the Mayor and City Councilors that I proposed to
adopt Design Standards for Street Lighting Systems Administrative Rule R 7.085/SI,,.
D. Notice of the proposed adoption was also given by making copies available to any
person who had requested such notice and by publication thereof in the Register Guard, a newspaper
of general circulation within the City for five consecutive days, to wit: July 13, 14, 15, 16, and 17,
2003. The Notice provided that written comments would be received thereon for a period of 15 days
from the date of the first publication. No comments were received within the time or in the manner
provided in the notice. However, during the comment period, staff recommended that a new
subsection 7.3 be added to R-7.085/SL-D concerning street lighting and sign locations. I found this
recommendation to be inconsistent with other provisions of R 7.085/SL, and it has not been included.
Based upon the above findings, which are hereby adopted, and pursuant to the authority
contained in Sections 2.019 and 7.085 of the Eugene Code, 1971, I hereby adopt the following:
DESIGN STANDARDS FOR STREET LIGHTING SYSTEMS
ADMINISTRATIVE RULE R.7.085/SL
R 7.085/SL-A Definitions.
As used in this Rule, the following words and phrases are defined as follows:
AASHTO. American Association of State Highway and Transportation Officials.
L
Administrative Order - 1
C:\'j'gMp\03st1ight2ao.wpd(07/30103)
