.• ~ ~8-~f._aq
ADMINISTRATIVE ORDER
of the
City Manager of the City of Eugene
ESTABLISHING FEES FOR
RESIDENTIAL PERMIT PARKING ZONE REGULATIONS SERVICES
The City Manager of the City of Eugene finds as follows:
A. Section 2.020 of the Eugene, Code, 1971 authorizes the City Manager to
determine and set fees and charges to be imposed by the City for services, goods, use of
municipal property, and licenses and permits.
B. In accordance with the procedures set forth therein, on August 16, 1991 I
notified the Mayor and City Council that I intended to establish fees to recover the cost
of processing applications for designation of residential permit parking zones or removal
.thereof, and issuance of permits, as set forth in the Notice of Intended Fees attached as
Exhibit A thereto and incorporated therein by reference. The Notice was posted at two.
locations at City Hall on August 16, 1991, and made available for interested persons at the
offices of the City Manager, City Hall, 777 Pearl Street, Eugene, Oregon. The Notice
advised persons desiring to comment thereon to submit the same in writing within 15 days
from that date of posting.
C. Five written comments were received. The issues raised therein, and my
findings in response thereto are as follows:
Comment 1: Property owners should receive free permits .because they
already pay property taxes.
Finding: Property taxes pay for general services (i.e., public safety, library,
etc.). Preferential parking programs such as this are special .services and must be
:.supported in other ways. The proposed fee of $15 per year is nominal and meant
to recover costs incurred by the City in providing this special service to a select
group of the general public. On-street parking spaces are in the public right-of-
way and available to the general public. Because of the greater demand for parking
in certain neighborhood areas, this program has been implemented to provide
preferential treatment to residents for long-term parking in order to maintain. the
liveability and residential character of the neighborhood. Residents and property
owners do not have to buy a permit to park on the street, but the permit gives
them extended privileges not available to the non-permit holder.
Comment 2: The money the City spends on the upkeep of .the WUNA
;,
Administrative Order - 1
