meeting house should go towards balancing the parking program budget.
Finding: The WUNA meeting house was originally purchased with
Community Block Grant Funds. The City spends virtually no money on the upkeep
of the house; it is maintained by the neighborhood group. Space in the house is
rented to non-profit organizations and the fund raising activities generate the
maintenance revenue.
Comment 3. Non-residents and not the people who reside in these areas
should pay to use the available on-street parking spaces.
Finding: As indicated in Finding 1 above, residents and property owners do
not have to buy a permit to use the available on-street parking spaces, only to avail
themselves of the extended privileges not available to anon-permit holder. In
addition, non-residents (which includes students and people who work or have
business in the area) do currently pay permit fees for long-term daytime parking
that are significantly higher than the proposed $15 annual fee for residents.
Commuter/long-term parking permits cost $17.50 per .month, or $1.50 per. day.
These fees were previously established and have been added to this fee schedule
for clarity.
Comment 4: All on-street spaces in the focus areas should be metered
parking only and residents should then be given permits allowing them to park free
at the metered spaces.
Finding: The intent of the program is to (1) minimize the impact of long-
term daytime parking from adjacent commercial and business areas without
minimizing the opportunity for short-term parking, and to (2) maximize the
availability of long-term parking for residents and property owners. In general, the
City does not currently meter residential areas because meters are used to promote
turnover where there is a high demand for short-term parking, typically in
commercial areas.
D. Having fully responded to the comments received, I find that the fees
hereinafter set forth are consistent with applicable policies and directives of the City
Council, comparable to the fees established in other jurisdictions for similar services, and
are necessary in order to defray the Ciry's personnel costs associated with providing these
services.
On the basis of these findings, I order that:
The following fees are hereby. established for the indicated services in connection
,,
Administrative Order - 2
