~~S- 9 / --~Z, <br />.A ` <br />ADMINISTRATIVE ORDER <br />of the <br />City Manager <br />City of Eugene, Oregon <br />The City Manager of the City of Eugene finds that: <br />A. Under the provisions of Chapter lV, Section 16 of the Eugene Charter of <br />1976, the City Manager is designated as the administrative head of the City, and is <br />specifically authorized to appoint and remove all employees (except as otherwise provided <br />in the Charter), assign duties to administrative employees, and to enforce all ordinances <br />of the City. <br />B. Sections 5.677 to 5.687 of the Eugene Code, 1971, concerning snow <br />emergencies specifically. authorize or require the City Manager or designee to declare a <br />snow emergency; put parking restrictions on priority routes into effect; .terminate parking <br />=: restrictions on priority routes into effect; terminate parking restrictions; review and. change <br />the priority of roadways or add roadways to the snow emergency route map; and to <br />temporarily close any street to vehicular or pedestrian traffic during a snow emergency. <br />C. Tn addition to the above snow emergency provisions of the Eugene Code, <br />1971, the City Council, by Resolution No. 4278, adopted ice and snow removal policies on <br />October 30, 1991. The policy set forth in Section 6 of that Resolution provides that, <br />"During ice control operations abrasives will normally be applied within 100 feet of a <br />controlled intersection, on bridges, overpasses and their approaches, and along curves and <br />steep grades..:', and further states that the policy may be altered by the City Manager <br />or designee to address unique storm conditions. <br />D. The duties to be performed by the City Manager or designee in Sections <br />5.677 to 5.687 of the Eugene Code, 1971, and under Section 6 of Resolution No. 4278 fall <br />within the parameters of those usually performed by the Maintenance Division of the City's <br />Public Works Department. It would therefore be in the public interest to delegate those <br />duties and authority to the Maintenance Division Manager. of the City's Public Works <br />Department. <br />NOW, THEREFORE, <br />THE CITY MANAGER OF THE CITY OF EUGENE ORDERS AND DIRECTS <br />THAT: <br />Based on the above findings, which are hereby adopted, the Maintenance Division <br />Manager of the Public Works Department of the City of Eugene, as my designee, is hereby <br />Administrative Order - 1 <br />
