~I <br /> i <br /> ADMINISTRATIVE ORDER NO. 58-97-17-F <br /> of the <br /> City Manager of the City of Eugene <br /> A ENDING INDUSTRIAL PRETREATMENT PROGRAM FEES <br /> A D REPEALING ADMINISTRATIVE ORDER N0.58-95-06-F. <br /> The Ci Manager of the City of Eugene finds as follows: <br /> A. ections 2.020 and 6.546 of the Eugene, Code, 1971 authorize the City <br /> Manager of th City of Eugene to determine and set fees and charges to be imposed by <br /> the City fors rvices, goods, use of municipal property, and licenses and permits, and <br /> .specifically ch rges and fees to be paid by the industrial users of the City wastewater <br /> system who a e subject to the provisions of Sections 6.501 to 6.596 of the Eugene Code, <br /> 1971. <br /> 1'i <br /> B. I accordance with the procedures set forth therein, on August 12, 1997 I <br /> issued Admini trative Order No. 58-97-10 proposing the amendment of the fee schedule <br /> adopted by Ad inistrative Order No. 58-95-06-F on May 26, 1995 in order to establish fees <br /> for (a) mobile aste hauler initial application and permit; (b) mobile waste hauler biannual <br /> permit renews ; (c) industrial waste and contaminated groundwater discharge application; <br /> <br /> ~r ~ (d) grease tra waste surcharge; and (e) to revise the manner in which the mobile waste <br /> j hauler septag discharge fee is computed, as set forth in the Notice of Intended Fees <br /> attached as E hibit A thereto and incorporated therein by reference. <br /> it <br /> C. otice thereof was provided to the Mayor and City Councilors, published in <br /> the Register ard, a newspaper of general circulation within the City, and posted at two <br /> j locations at ity Ha11 on August 18, 1997, and was made available for inspection by <br /> interested per ons at the offices of the City Manager, 777 Pearl Street, Eugene, Oregon <br /> 97401 during normal business hours (8:00 a.m. to 5:00 p.m., Monday through Friday, <br /> exclusive of h lidays). The Notice provided that interested persons could submit written <br /> ~ comments the eon for a period of 15 days from the date of posting and publication. <br /> i <br /> ~ D. ritten comments were received from Aarrow Septic Service, Best Pots, <br /> i <br /> Inc.!, Drain F e Septic, Eugene Chemical Works, Junction City Sanitary Service, and <br /> Royal Flush S ptic Service, to which I make the following findings: <br /> I <br /> omment. All of the mobile waste haulers submitting comments objected <br /> j to the roposed change in billing procedures for mobile waste haulers from the <br /> current automated monitoring of discharge volumes to the proposed system of <br /> chargin based upon ninety percent of truck capacity, and requested that the city <br /> evalua alternatives for metering discharge volumes from mobile waste haulers. <br /> Administrativ Order _ 1 - ~oi~ais~ - - <br /> <br />
