TO:Tisa Shosstick, NOAAA Restorationn Center, Sillver Spring, MD
Megan Hiilgart, NOAAA Restoratioon Center, Portland, OR
FROM:Kevin Finnney, Naturaal Resources Manager,CCity of Eugenne
DATE: Novembeer 29, 2012
SUBJECT: No-cost tiime extensioon to NOAAA grant
This is a reequest for a nno-cost time extension fofor the grant described beelow.
1.Namme of the reecipient:
Citty of Eugenee
2.Prooject name: RecoveryAAct:
Restorinng off-channnel habitat foor anadromoous
spring Chinnook salmonn at Delta Poonds, Eugenee, Oregon
3.Awward numbeer:
NA09NMMF4630300
4.Lenngth of timee of the exteension with start dates aand end dattes of the
extension:
Length of rrequested exttension is 3 mmonths. Exttension start date is Januuary
1, 2013. Exxtension endd date is Marrch 31, 2013.
5.Expplanation off why the wwork was nott completedd during thee proposed
performannce period:
The City is wworking harrd to compleete the work by the originnal
end date off 12/31/20122. The primaary challengee in meeting this deadlinne is that ourr
contractorss are unable to get plant mmaterial in ttime to compplete the plannting by the end
of the year. The bare rooot plant maaterial will noot be availabble until Januuary 2013. In
addition, wweather or othher site condditions such as river leveels are not coonsistently
suitable forr planting duuring the winnter and plannting will neeed to be donne as the sitee
conditionsallow. We aare also initiaating some wwater qualityy sampling ffor the final FFish
Passage Feeasibility Stuudy at the Caanoe Canal aand are uncertain that wee can compleete
that work dduring the shhort time remmaining undeer the grant. Extendingtthe end date to
March 31 ggives us morre flexibilityy to work aroound some of these challlenges and
accomplishh these impoortant tasks.
6.Desscription offthe remainning work too be accompplished duriing the
extensionpperiod:
Thee remaining wwork to be aaccomplishedd during the extensionpperiod
is describedd below.
Willow cuttting planting along Deltta Ponds andd Heron Slouugh. The Citty of Eugenee has
recently coontracted witth a local commpany to plaant 8,000 wiillow cuttinggs along the
banks at Delta Ponds aand Heron Sllough with some of the ffunding that was identifiied
through cost savings onn other contrracts. The coontract speciifications reqquire that thee
cuttings bee planted at thhe water’s eedge at an eleevation that will result inn the cuttinggs
being in coontact with thhe water table during summmer waterr levels. In a normal plannting
season thiss is feasible bbecause if wwater levels aare too high dduring the planting workk
there is usuually enoughh flexibility iin the contraact to hold offf on the plannting for a wweek
1
