ISD Newsletter article - Randy Kolb, ISD Director

Fall is the time for the leaves to change colors and, as it turns out, for ISD to make some changes
in how it is organized.

I learned a few weeks ago that Peter Shum, who manages our e-Gov, Desktop and Database
section, is leaving the City to take a position at EWEB. I am sorry to see Peter leave after 22 years
of service here. At the same time I recognized that a departure like this is always an opportunity
to look at how we could arrange things differently to make improvements, reduce FTE and save
money. So, that is what we are doing.

Working with Central Services Director Kristie Hammitt we set these goals for reconfiguring ISD:
Create a structure that is evolutionary and adaptable

Easy for customers to understand

Create efficiencies

Streamline workflow

Create professional growth opportunities

Build depth of knowledge and skills

Set the stage initially and then evolve over time

The result is to collapse ISD from six sections to four with an eye on further consolidation to
three sections. For now, the four sections are:
Administration – I will lead this section which includes e-Gov, telecommunications

franchise Management program and administrative support for the division.

Technical Services – Patricia Scarci will lead this section which includes all services

related to the technical infrastructure upon which we deploy business systems. This
includes the Network team, Desktop team, Service Desk, PC/Network Techs, Telephones,
and equipment acquisition. Jody Bleisch will move into this section to help supervise and
will retain his current team (Courier and Print shop) as well.

Department Applications – Loring Hummel will continue to manage the Department

Application Teams (DATs) which focus on business systems for the departments and GIS.

Corporate Applications - Sharon Amasha will continue to manage the Corporate team

which focuses on city-wide business systems.

Eventually, when the opportunity presents, the Department Applications section and the
Corporate Applications section will merge into a single Business Applications section. At that
point we will have three sections, each with a unique and focused portfolio.

I believe that this change in our structure accomplishes the goals we set forth. Please note that
the services we offer are not changing and the people that you are used to contacting for service
are still your contacts. Our intent was to improve efficiency, create growth opportunities for
staff, and save FTE and money.
