McCutcheon EPD <br />RC/ Refer to Ofc Dawson's report, this case number <br />Source of Activity <br />Ofc Dawson and I were assigned to patrol the parks on bicycle and to enforce park rules due to significant <br />problems in the parks. <br />Officer Observation /Investigation <br />I observed two subjects, later identified as Kegan Craig and Kevin Craig, along the river bank, in Maurie- <br />Jacobs Park, near Owens Rose Gardens. This is an area we frequently contact people who are trying to <br />hide their activities, such as smoking marijuana and drinking alcohol, in violation of park rules. <br />As I walked down to contact the two, Ofc Dawson observed Kevin with what appeared to be a marijuana <br />pipe in his hand. <br />Ofc Dawson came down and asked Kevin to hand him the pipe, which Kevin had secreted on his person. <br />Kevin handed him the pipe, which based on training and experience appeared to contain marijuana and <br />residue of marijuana. I walked closer to Kegan to see if he'd also secreted something in the area about <br />him. He had an open backpack at his feet (he was seated a couple of feet across from Kevin). As I stepped <br />closer to Kegan, I observed a plastic baggy containing what appeared to be marijuana just inside <br />the backpack. I asked Kegan if he had a medical marijuana card. He refused to answer. <br />I asked Kegan for his identification, which he handed to me. I asked if he had anything else on his person <br />or in the backpack of which I should be aware. He refused to answer and would not speak when spoken to. <br />I removed the baggy of marijuana from the backpack and as I did so, also observed a baggy containing <br />a wooden pipe with residue, along with an additional marijuana pipe, of sorts (made of horn and drilled for <br />holes and containing marijuana residue).
