in summer 2013 to determine the success of the plant materials added, by noting species present <br /> and cover classes for the dominant species as determined by visual estimates of the treated <br /> areas evaluated by BLM Monitoring Staff. <br /> 4. Effects of thinning on Bradshaw's lomatium will be evaluated through complete census <br /> monitoring conducted by BLM Monitoring Staff in 2013. <br /> b. How will the project be evaluated to determine how well it contributes to local employment <br /> and /or training opportunities, including summer youth jobs programs such as the Youth Conservation <br /> Corps? Who will be responsible for this monitoring item? <br /> NYC has a 28 year history of serving local youth in a challenging, job- training work experiences. <br /> Annual reporting will include: <br /> 1) number of youth employed to accomplish work; <br /> 2) number of local youth employed in all NYC programs; <br /> 3) project accomplishment report; and <br /> 4) diversity survey of youth crews, educational curriculum tracking, and program participant self <br /> - evaluations. <br /> c. What methods will be established to determine how well the proposed project improves the use <br /> of, or added value to, any products removed from federal lands consistent with the purposes of this <br /> Act? Who will be responsible for this monitoring item? <br /> Not Applicable <br /> 24. What are the analyses, plans, legislation, or other supporting documents that support and <br /> guide this application? (E.g. a Resource Management Plan, a watershed analysis, a late successional reserve assessment, or the <br /> Oregon Plan for Salmon.) <br /> Several plans support and guide this application. The West Eugene Wetland Plan provides the <br /> original vision for the West Eugene Wetlands and provided much direction for the formation of the <br /> WEW partnership dedicated to a landscape scale wetland conservation program. The Taylor North, <br /> Taylor South and Long Tom ACEC lands as well as the other partner influenced lands nearby are <br /> included in that plan and contribute to the larger conservation vision. <br /> The Rivers to Ridges Vision expands upon the WEW vision to include conservation, recreation, and <br /> bicycle transportation throughout the Eugene - Springfield Metropolitan area. Again, the protection <br /> and restoration of lands north of the Ferri Ridge Reservoir (including South Taylor, North Taylor and <br /> the Long Tom ACEC) are specifically identified. <br /> Within the WEW partnership, a local recovery plan for Bradshaw's lomatium, Willamette Valley <br /> daisy, Kincaid's lupine and the Fender's blue butterfly is being finalized. The plan identifies and <br /> prioritizes goals, objectives and actions necessary to recover populations of rare species in the WEW. <br /> Actions, including those identified in this proposal, are identified specifically in the plan. <br /> l0 of 16 <br />
