CITY OF EUGENE PUBLIC WORKS <br />MAINTENANCE AND PARKS & OPEN SPACE <br />GENERAL SAFETY RULES AND GUILDELINES <br />1. When lifting, take a firm grip, secure good footing, place feet a comfortable distance apart, bend the <br />knees, keep back straight, and lift with the leg muscles. Do not twist or bend back under a load. If it <br />is too heavy for one person to lift comfortably, get help. Another person or mechanical devices may <br />be used. Back belts should only be used during very strenuous work or by Doctor recommendation. <br />2. Prior to starting work, all employees will be trained in Personnel Protective Equipment (PPE) for their <br />jobs. Training may vary according to the hazard assessment but will initially include head, hearing, <br />eye, face, hand, and foot protection. Other safety equipment, such as respirators and equipment <br />specific to the job will also be covered. Employees required by the job hazard assessment to wear <br />ANSI approved protective toe footwear must comply and are responsible for providing their own <br />footwear. <br />3. While working in the field or around power equipment, no headphones or earphones are to be. used <br />unless connected to a City 2 -way radio. <br />4. Unless there is no other option, employees should not park or drive City. equipment on private <br />property. If no other alternative exists, the operator should proceed with extreme caution. <br />5. Employees entering private property to perform maintenance functions are required to make every <br />effort to contact the property owner. If the property owner cannot be contacted, employees should be <br />extremely cautious of dogs and other animals. <br />6. Employees are restricted from entering work sites other than their own without approval from their <br />supervisor and knowledge of specific safety rules for that work environment. <br />7. It is required that hand. tools be used in the manner for which they are designated. They are to be <br />.maintained in good working condition and replaced when needed. This includes personal tools <br />supplied by employees, specifically. Fleet mechanics. Proper storage of tools is also. required. <br />8. Before working as a flagger or setting up work zones in a traffic right -of -way, employees will receive . <br />training covering the guidelines and standards for coning, flagging, signing, etc. published by the <br />Federal Highway Administration and by the Oregon Department of Transportation. Regular <br />employees who work in the right -of -way are expected to attend Work Zone Traffic Control and <br />Flagging Certification training. <br />9. In the event that maintenance operations obstruct a permanent stop sign, the employee performing <br />the work will use a portable stop sign for traffic control. <br />10. Before leaving a job site, workers are required to correct any hazards or provide adequate warning <br />(such as barricades and/or cones) of conditions which might result in an injury to others unfamiliar <br />with the job site. <br />11. Equipment operators are required to be familiar with the operator's manual and the safety rules for <br />the equipment being used. <br />12. When working around equipment not designed for passenger transportation, no employees will be <br />allowed in or on the equipment when in operation, except during training periods as approved by the <br />supervisor or during testing and /or repairs by shop mechanics. The operator is responsible for <br />ensuring that other employees are not riding on the equipment being operated. <br />13. Drivers are responsible for the safe and efficient operation of the vehicle. The brakes, tires, lights, <br />horn, and fuel of vehicles must be checked before leaving the maintenance yard.
