MEMORANDUM <br />December 11, 1981 <br />TO: <br />Dave Whitlow, Assistant <br />City <br />Manager <br />FROM: <br />Don Allen, Director of <br />Public <br />Works <br />b <br />SUBJECT: CITY OF EUGENE STREET LIGHT PROGRAM SUMMARY <br />Introduction <br />e <br />As of November 5, 1981, EWEB took action which transferred ownership of the <br />street lighting system to the City of Eugene. EWEB transferred responsibility <br />for the operation, maintenance, repair, and replacement of approximately 4,700 <br />street lights. If all backlogged requests for street lights are approved, the <br />total number of lights in the system would be almost 5,200. The attached <br />letter -from Garry Kunkel to Mike Gleason outlines the EWEB action. <br />This memo will make recommendations regarding the operation, maintenance, and <br />financing of the existing system, and the financing of additions to the system. <br />Recommendation <br />It is the recommendation of the Public Works Department that the City accept <br />ownership of the street 'lighting system from EWER, and that the City assume <br />responsibility for the operation and maintenance of the system. For the short - <br />term future (six months to a year), EWEB will continue to install underground <br />circuitry and pole bases in new developments, with the City paying the cyst of <br />such installation. During this period, EWEB will also continue to maintain the <br />street light system as it did when the system was owned by EWEB. <br />Operation of this program will not result in an increase in expenditure of City <br />funds. Rather, the transfer of funds from the street light budget would finance <br />the necessary personnel, materials, supplies, and initial capital outlay for <br />operation and maintenance of the program for fiscal year 1983. <br />
