<br /> <br />EXHIBIT E-6 <br /> <br />CITY OF EUGENE DEFINITION OF GOOD FAITH EFFORT <br /> <br /> <br />The following points apply to good faith effort determinations as required in City of Eugene <br />Administration Order #44-93-05: <br /> <br /> Good faith efforts are those that could reasonably be expected to result in goal attainment by a <br />! <br />bidder who aggressively and actively seeks to obtain Disadvantaged Business Enterprise <br />(DBE) participation. <br /> <br /> The list below of efforts are recommended by the City as ones that bidders/proposers may <br />! <br />make to obtain DBE participation. It does not represent a mandatory checklist of required <br />actions; no one or combination is required in all cases. <br /> <br />Good faith efforts may include: <br /> <br /> Attending any pre-solicitations or pre-bid meetings that were scheduled to inform DBEs of <br />! <br />contracting and subcontracting opportunities. <br /> <br /> Advertising in general circulation, trade association, and minority focused media about <br />! <br />subcontracting opportunities. <br /> <br /> Providing written notice to a reasonable number of specific DBEs that their interest in the <br />! <br />contract was being solicited, in sufficient time to allow the DBEs to participate effectively. <br /> <br /> Following up on initial solicitations of interest by contacting DBEs to determine with certainty <br />! <br />whether the DBEs were interested. <br /> <br /> Selecting portions of the work to be performed by DBEs in order to increase the likelihood of <br />! <br />meeting the DBE goals (including, where appropriate, breaking down subcontracts into <br />economically feasible units to facilitate DBE participation). <br /> <br /> Providing interested DBEs with adequate information about the plans, specifications, and <br />! <br />requirements of the contract. <br /> <br /> Negotiating in good faith with interested DBEs, and not rejecting DBEs as unqualified without <br />! <br />sound reasons based on a thorough investigation of their capabilities. <br /> <br /> Assisting interested DBEs in obtaining bonding, lines of credit, or insurance required by the City <br />! <br />or contractor. <br /> <br /> Effectively using the services of available minority community organizations; minority <br />! <br />contractors' groups; local, state, and federal minority business assistance offices, and other <br />organizations that provide assistance in the recruitment and placement of DBEs. <br /> <br /> <br /> <br /> <br /> <br /> <br />
