ADMINISTRATIVE ORDER NO. 58-11-05 <br />Public Works Department <br />City of Eugene, Oregon <br />PROPOSING THE AMENDMENT OF THE CITY'S PARK AND OPEN <br />SPACE RULES AND REPEALING ADMINISTRATIVE ORDER NO. 58- <br />09-11-F. <br />The Executive Director of the Public Works Department of the City of Eugene finds <br />that: <br />A. Pursuant to the authority in Section 2.019 of the Eugene Code, 1971, and the <br />authority delegated to the Executive Director of the Public Works Department by Administrative <br />Order No. 21 -03 -12 of the City Manager, the Executive Director of the Public Works <br />Department issued Administrative Order No. 58- 09 -11 -F on September 29, 2009, adopting <br />amended Park and Open Space Rules (the Park Rules). <br />B. City staff has recommended amending the following the Park Rules: <br />Rule 1.004, Use Permits Amend to provide that those who have applied for a <br />city park permit multiple times for a reoccurring Standard Use Permit event need only <br />submit one application form and fee per month. Add provisions regarding vehicle access <br />to park sidewalks, pathways, irrigated turf, non - irrigated grass, landscaped areas and <br />under tree canopies. Clarify provisions regarding process for permit application <br />decisions. Add provisions requiring security deposits. <br />Rule 1.007, Possession or Consumption of Hard Liquor and Alcoholic Liquor <br />Add areas at which possession and consumption of alcoholic beverages is prohibited. <br />Rule 1.008, Use of Tobacco Products Amend to extend the smoking prohibition <br />area at City -owned park buildings having the primary purpose of providing services and <br />programs to children under the age of 18, as provided by the Eugene Code. <br />Rule 1.025, Fires and Fireworks Amend to prohibit the placement of stoves, <br />grills, and other heat generating sources on top of picnic tables, and within 25 feet of <br />picnic shelters or other park structures. <br />Rule 1.030, Vehicles Clarify the process for obtaining permission to temporarily <br />operate a motor vehicle on a bicycle or foot path. <br />Rule 1.040, Encroachments Amend to provide for encroachments other than <br />pedestrian access encroachment and vehicular access encroachment.
