4.10.1GSAP. <br /> The price of the Goods or Services must be established under Price <br />ROGRAM <br />Agreements between the federally approved vendor and GSA. The GSA must have <br />issued a memorandum or other declaration that authorizes cities to make purchases <br />under the Price Agreement, and the Procurement must be made in accordance with <br />procedures established by GSA for Procurements by local governments. <br />4.10.2PA. <br /> When considering a purchase using theGSA <br />URCHASING UTHORIZATION <br />program, contact the purchasing department. <br />CPC <br />4.11. <br /> Cooperative Procurementsmay be <br />OOPERATIVE ROCUREMENT ONTRACTS <br />made without competitive Solicitation as provided in Article 9. <br />SP. <br />4.12 <br /> Surplus Property may be disposed of under the surplus property <br />URPLUS ROPERTY <br />Disposal procedures in Article 17. <br />CA <br />4.13. <br /> The Purchasing Agent has adopted the following <br />ONCESSION GREEMENTS <br />classifications and rules for the award of Concession Agreements. <br />4.13 .1 G. <br /> No part of a Concession Agreement shall contain or constitute a waiver of <br />ENERAL <br />any generally applicable rules, code provisions or requirements of the city concerning <br />regulation, registration, licensing, inspection, or permit requirements for any <br />construction, rental or business activity. <br />4.13.2 CCEAWC. <br /> The <br />LASSES OF ONTRACTS LIGIBLE FOR WARD ITHOUT OMPETITION <br />following Concession Agreements may be awarded by any method deemed <br />appropriate by the Solicitation Agent, including without limitation, by direct <br />appointment, private negotiation, or using a competitive process. <br />4.13 .2.1Contracts Under $5,000. <br /> Contracts under which the Solicitation Agent <br />estimates that receipts by the city will not exceed $5,000 in any fiscal year. <br />4.13 .2.2Single-Event Concessions. <br /> Concessions to sell or promote food, beverages, <br />merchandise or Services at a single public event shall be awarded based on any <br />method determined by the Solicitation Agent to provide a fair opportunity to all <br />persons desiring to operate a concession, but in which the promotion of the <br />public interest and success of the event shall be of predominant importance. <br />4.13 .2 .3 Sole Source. <br /> Contracts in any amount that are determined in accordance with <br />the regulations in Article 8 to be available from a sole source. <br />4.13 .3 CA. <br /> Concession Agreements solicited by the city for the use of <br />OMPETITIVE WARD <br />designated public premises for a term greater than a single event shall be awarded as <br />follows: <br />4.13 .3.1 Small Concessions. <br /> For Concession Agreements for which the concessionaire’s <br />projected annual gross revenues are estimated to be $500,000 or less, the <br />Article 4 Classes of Contracts Page 16 <br />Exhibit A to Administrative Order No. 44-08-06-F <br /> <br />
