PSC <br />4.5. <br /> The Purchasing Agent has adopted the following <br />ERSONAL ERVICES ONTRACTS <br />rules for the award of contracts for personal services: Unless a Personal Services Contract <br />qualifies for award under another classification, the contract shall be awarded under the <br />classifications described in this Section 4.5. <br />4.5.1 GP. <br /> The award of contracts for personal services shall be based <br />ENERAL ROVISIONS <br />on an evaluation of all criteria deemed relevant by the Solicitation Agent, and price <br />need not be the dominant criterion. For any class of Personal Service Contract <br />described in this section, the Solicitation Agent shall make awards upon a <br />determination of the city’s needs. <br />4.5 .2 AC. <br /> Unless the contract qualifies for award under another classification <br />NYONTRACT <br />in these regulations, contracts for personal services must be awarded under an RFP. <br />For some industries, it is customary to entitle an RFP as a “Request for <br />Qualifications.” <br />4.5 .3 SA,ELSS <br />ELECTION OF RCHITECTURALNGINEERING OR AND URVEYING ERVICES <br />CCGORS279C.110. <br /> ORS 279C.110 governs <br />FORERTAIN ONTRACTS OVERNED BY <br />theselection of architectural, engineering or land surveying services for certain <br />contracts for which (i) the city receives moneys from the State Highway Fund; or (ii) <br />a state grant or loan will be used to pay for any portion of the design and construction <br />of the project; and (iii) the total value of the project and the total amount of the state <br />grants, loans and moneys exceed certain threshold amounts. Selection of <br />architectural, engineering or land surveying services for such contracts shall be <br />conducted in accordance with the requirements of ORS 279C.110. <br />4.5 .4 SQP. <br /> Contracts of not more than $75,000 in any <br />ELECTION FROM A UALIFIED OOL <br />fiscal year may be awarded from a Qualified Pool by any method deemed appropriate <br />by the Solicitation Agent. Contracts for Personal Services not exceeding $150,000 <br />may also be awarded from a Qualified Pool under an Informal Solicitation for either <br />Quotes or Proposals pursuant and subject to Article 10. <br />4.5 .5 CU$25,000. <br /> Contracts under which payments will not exceed <br />ONTRACTSNDER <br />$25,000 in any fiscal year may be awarded by any method deemed appropriate by the <br />Solicitation Agent. <br />4.5.6 CCW. <br /> Contracts of not more than $150,000 <br />ONTRACTS FOR ONTINUATION OF ORK <br />for the continuation of work by a contractor who performed preliminary studies, <br />analysis or planning for the work under a prior contract, if the prior contract was <br />awarded under a competitive process and the Solicitation Agent determines that use <br />of the original contractor will significantly reduce the costs of, or risks associated <br />with, the work. <br />4.5 .7 SS. <br /> Contracts in any amount that are determined in accordance with the <br />OLEOURCE <br />regulations in Article 8 to be available from a sole source. <br />Article 4 Classes of Contracts Page 12 <br />Exhibit A to Administrative Order No. 44-08-06-F <br /> <br />
