(e) An objective assessment of the use of the alternative contracting process <br />as compared to the Findings required by ORS 279C.335. <br />4.4 .3 .3 Public Inspection; Due Date. <br /> The evaluations required by this subsection <br />4.4.3: <br />(a) Must be made available for public inspection; and <br />(b) Must be completed within thirty (30) days of the date the city accepts: <br />(A) The Public Improvement project; or <br />(B) The last Public Improvement project if the project falls within a class <br />of Public Improvement contracts. <br />4.4.4 PI$100,000. <br /> Public Improvement contracts for which <br />UBLICMPROVEMENTS UP TO <br />the estimated Contract Price does not exceed $100,000 may be awarded using an <br />Informal Solicitation for Quotes. <br />4.4 .5 PI$5,000. <br /> Contracts for Public Improvements for up to <br />UBLICMPROVEMENTS UP TO <br />$5,000 are not subject to competitive Solicitation requirements and may be awarded <br />in any manner, at the discretion of the Solicitation Agent. The Solicitation Agent <br />does not need to make a record of the method of award or any other Findings <br />concerning any purchase under this paragraph. <br />4.4.6 P-CSI. <br /> So long as the city does not <br />RIVATELYONSTRUCTEDYSTEMMPROVEMENTS <br />contribute funding to privately-constructed system improvements, such projects are <br />not subject to the competitive Solicitation requirements, as provided in this <br />subsection. <br />4.4 .6.1No Public Funding. <br /> Privately-constructed system improvements for which no <br />Direct City Funding or Indirect City Funding is provided are exempt from the <br />provisions of these regulations. <br />4.4 .6 .2Public Funds Involved. <br /> If the city provides Direct Funding or Indirect Funding <br />for privately-constructed system improvements, the entire project shall be <br />considered a Public Improvement and Public Works project. The privately- <br />constructed system improvements will be exempted from the Solicitation <br />requirements of these regulations, however, if all of the following conditions are <br />met with respect to the entire project and not just for the portion of the project <br />financed by the city: <br />(a) The city’s funding may not exceed twenty-five percent (25%) of the total <br />cost of the project; <br />(b) If the project is a Public Work, the general contractor and all <br />subcontractors for the project must agree in writing to comply with all <br />applicable laws concerning reporting and payment of prevailing wages for <br />the entire project; <br />Article 4 Classes of Contracts Page 10 <br />Exhibit A to Administrative Order No. 44-08-06-F <br /> <br />
