R <br /> means a bidder that has paid unemployment taxes or income taxes in <br />ESIDENT BIDDER <br />Oregon during the 12 calendar months immediately preceding submission of the Bid, has a <br />business address in Oregon and has stated in the Bid whether the bidder is a “resident <br />bidder.” <br />R <br />, when used for an Offeror, means a Person who meets the Standards of <br />ESPONSIBLE <br />Responsibility. <br />R <br />, when used in connection with anOffer, (including a Bid or Quote or <br />ESPONSIVE <br />Proposal) means an Offer that conforms in all material respects with the requirements set <br />forth in the Solicitation Documents and all requirements of the Oregon Public Contracting <br />Code and these Regulations. An Offer is not Responsive if it contains contract terms or <br />provisions that are contrary to the terms and provisions set forth in the Solicitation <br />Documents or indicates that the Goods and Services that will be provided do not conform <br />to the contract Specifications. <br />S <br /> means all labor and Services (including construction and trade Services) other <br />ERVICES <br />than personal services. <br />S <br /> means any invitation to one or more potential contractors to submit a Bid, <br />OLICITATION <br />Proposal, Quote, statement of qualifications or letter of interest to the city with respect to a <br />proposed project, Procurement or other contracting opportunity. <br />SA <br /> means, with respect to a particular Solicitation or contract, the city <br />OLICITATION GENT <br />manager, or employee delegated responsibility for conducting the Solicitation and <br />awarding the contract. <br />SD <br /> means all informational materials issued by the City for a <br />OLICITATION OCUMENTS <br />Solicitation, including, but not limited to, advertisements, instructions, submission requirements <br />and schedules, award criteria, contract terms and Specifications, and all laws, regulations <br />and documents incorporated by reference. <br />SP. <br /> A procurement made under a method of Solicitation other than <br />PECIALROCUREMENT <br />as described in the Oregon Public Contracting Code, which has been approved by the <br />Board under the process described in Section 3. <br />S <br /> means any description of the physical or functional characteristics of, or of <br />PECIFICATION <br />the nature of, Goods or Services to be procured by the city. A Specification may include a <br />description of any requirement for inspecting, testing or preparing Goods or Services for <br />delivery or incorporation into a project.
