(b) Projects for which no Funds of a Public Agency are used; <br />(c) Projects that are privately owned that use funds of a private entity in which less than <br />25% of the square footage of the completed project will be occupied or used by a <br />Public Agency and for which less than $750,000 of Funds of a Public Agency are <br />used; and <br />(d) Projects for residential construction that are privately owned and that predominantly <br />provide affordable housing. <br />The terms “privately owned”, “residential construction”, “predominantly” and “affordable <br />housing”, as used in Public Works Exemptions are given the definitions set forth under <br />ORS 279C.810. <br />PA <br /> means the city manager or designee appointed to perform all or any <br />URCHASING GENT <br />of the duties of the Purchasing Agent under these regulations. <br />QNAID <br />means a nonprofit <br />UALIFIED ONPROFITGENCY FOR NDIVIDUALS WITH ISABILITIES <br />activity center or rehabilitation facility that meets the requirements of ORS 279.835(5). <br />QP <br /> means a pool of vendors who are prequalified by the City to perform <br />UALIFIED OOL <br />certain types of contracts. <br />Q <br /> means an Offer made in response to an Informal Solicitation to provide Goods, <br />UOTE <br />Services or Public Improvements. <br />R <br />means used oil that has been prepared for reuse as a petroleum product by <br />ECYCLED OIL <br />refining, re-refining, reclaiming, reprocessing or other means provided that the preparation <br />or use is operationally safe, environmentally sound and complies with all laws and <br />regulations. <br />RP <br /> means a paper product with not less than: <br />ECYCLED APER <br />(a) Fifty percent (50%) of its fiber weight consisting of secondary waste materials; or <br />(b) Twenty-five percent (25%) of its fiber weight consisting of post-consumer waste. <br />RP <br /> means Recycled Paper, Recycled Oil or any materials, Goods and <br />ECYCLED RODUCT <br />supplies, not less than fifty percent (50%) of the total weight of which consists of <br />secondary and post-consumer waste with not less than ten percent (10%) of its total weight <br />consisting of post-consumer waste. “Recycled Product” includes any product that could <br />have been disposed of as solid waste, having completed its life cycle as a consumer item, <br />but otherwise is refurbished for reuse without substantial alteration of the product’s form. <br />RPRFP <br />means, as the context requires, the process or the <br />EQUEST FOR ROPOSALS <br />OR <br />Solicitation Documents used to Solicit Formal Proposals as described in Article 12, <br />regardless of the name of the document.
