OPCCC <br /> means ORS chapters 279A, 279B and <br />REGONUBLICONTRACTINGODEODE <br /> OR <br />279C. <br />P <br /> means a natural Person or any other private or governmental entity, having the <br />ERSON <br />legal capacity to enter into a binding contract. <br />PSC <br /> means a contract with an independent contractor <br />ERSONAL ERVICES ONTRACT <br />predominantly for Services that require special training or certification, skill, technical, <br />creative, professional or communication skills or talents, unique and specialized <br />knowledge, or the exercise of judgment skills, and for which the quality of the service <br />depends on attributes that are unique to the service provider. Such Services include, but are <br />not limited to, the Services of architects, engineers, land surveyors, attorneys, auditors and <br />other licensed professionals, artists, designers, computer programmers, performers, consultants <br />and property managers. For any single contract or class of contracts, the Solicitation Agent <br />shall have discretion to determine whether additional types of Services not specifically <br />mentioned in this paragraph are personal services. <br />PA <br /> means a contract for the Procurement of Goods or Services at a set <br />RICE GREEMENT <br />price with: <br />(a) No guarantee of a minimum or maximum purchase; or <br />(b) An initial order or minimum purchase combined with a continuing contractor <br />obligation to provide Goods or Services in which the city does not guarantee a <br />minimum or maximum additional purchase. Pursuant to ORS 279B.140, a Price <br />Agreement is binding on the contractor for the period stated in the agreement but does <br />not constitute an exclusive dealing commitment on the part of the city unless the <br />contract so provides. <br />P <br /> means the act of purchasing, leasing, renting or otherwise acquiring Goods <br />ROCUREMENT <br />or Services. “Procurement” includes each function and procedure undertaken or required <br />to be undertaken by the city to enter into a Public Contract, administer a Public Contract <br />and obtain the performance of a Public Contract under the Oregon Public Contracting <br />Code. <br />P <br /> means a binding Offer to provide Goods, Services or Public Improvements with <br />ROPOSAL <br />the understanding that acceptance will depend on the evaluation of factors other than, or in <br />addition to, price. A Proposal may be made in response to an RFP or under an Informal <br />Solicitation. <br />PA <br />means the State of Oregon or any political subdivision thereof or any <br />UBLICGENCY <br />county, city, district, authority, public corporation or entity and any instrumentality thereof <br />organized and existing under law or charter. <br />PC <br /> means a sale or other disposal, or a purchase, lease, rental or other <br />UBLICONTRACT <br />acquisition by the city of personal property, Services, including personal services, Public <br />Article 18 DefinitionsPage 97 <br />Exhibit A to Administrative Order No. 44-08-06-F <br /> <br />
