(a) Amortizing the costs of construction over the life of a lease and paying these costs <br />with public funds during the course of the lease; <br />(b) Subsidizing the costs of construction that would normally be borne by the contractor; <br />(c) Using insurance proceeds that belong to the city to pay for construction. Insurance <br />proceeds represent "money collected for the custody and control of the city" and <br />therefore are public funds, whether the contractor obtains payment directly from the <br />insurance company or the public agency; or <br />(d) Using or creating a private entity as a conduit for funding a project when the private <br />entity is in fact an alter ego of the city. <br />Indirect City Funding does not include the city’s election not to collect land rent that is due <br />or system development charge credits. <br />IO <br />means any compressor, turbine or bearing oil, hydraulic oil, metal- <br />NDUSTRIAL IL <br />working oil or refrigeration oil. <br />IS <br /> means a Solicitation made in accordance with these regulations <br />NFORMAL OLICITATION <br />to a limited number of potential contractors, in which the Solicitation Agent attempts to <br />obtain at least three Quotes or Proposals. <br />IP <br />means an unsolicited Proposal, or a Proposal submitted in response <br />NFORMAL ROPOSAL <br />to a request other than an RFP. <br />IBITB <br /> means, as the context requires, the process or the Solicitation <br />NVITATION TO ID <br />OR <br />Documents used to solicit Bids. <br />ID <br /> means the date on which Solicitation Documents are first available for review <br />SSUEATE <br />by potential Offerors. <br />LO <br /> means any oil intended for use in an internal combustion crankcase, <br />UBRICATINGIL <br />transmission, gearbox or differential or an automobile, bus, truck, vessel, plane, train, <br />heavy equipment or machinery powered by an internal combustion engine. <br />NO <br /> means an organization or group of organizations described in <br />ONPROFITRGANIZATION <br />section 501(c)(3) of the Internal Revenue Code that is exempt from income tax under <br />section 501(a) of the Internal Revenue Code. <br />ODOT <br />means the Oregon Department of Transportation. <br />O <br /> means a binding commitment to enter into a contract upon the terms of the Offer <br />FFER <br />upon acceptance by the Person to whom the Offer is made.
