ARTICLE 11 <br />INVITATIONS TO BID <br />SD. <br />11.1 <br /> The Solicitation Documents shall provide sufficient <br />OLICITATION OCUMENTS <br />information for prospective bidders to evaluate their interest and qualifications to supply <br />the specified Goods or Services, to determine a Bid price, to evaluate all terms of the <br />contract, and to submit Responsive offers. Prior to the submittal date, bidders shall have <br />the opportunity to review all city background documents as described and in the manner as <br />set forth in the Bid documents. <br />ITBP. <br />11.2 <br /> The Solicitation documents, at a minimum, shall <br />NFORMATION OEROVIDED <br />include the following: <br />11.2 .1 A. <br /> A copy of the advertisement for the Solicitation. <br />DVERTISEMENT <br />11.2 .2 CI. <br /> The date, time and place of the pre-closing <br />ONFERENCES AND NFORMATION <br />conference, if any, and whether attendance at the conference is mandatory, and a list <br />of information that Offerors should review, including, but not limited to, surveys, <br />land records or site inspections, before preparing Bids. <br />11.2 .3 SC. <br /> The date and time after which Bids will not be received <br />OLICITATION LOSING <br />and the place at which the Bids may be submitted, and may, if permitted by these <br />regulations, and in the sole discretion of the Solicitation Agent, direct or permit the <br />submission and receipt of Bids by electronic means; <br />11.2 .4 BOCP. <br /> The name and title of the Person designated <br />IDPENING AND ONTACT ERSONS <br />for receipt of Bids, the date, time and place for the public Opening of Bids, and the <br />contact Person for the Solicitation, if different; <br />11.2 .5 P. <br /> If prequalification is a requirement, the date that <br />REQUALIFICATION <br />prequalification applications must be filed, the class or classes of work for which <br />bidders must be pre-qualified and either a prequalification application with <br />instructions, or a description of the manner in which prequalification applications and <br />instructions may be obtained; <br />11.2 .6 SW:P;S. <br /> A description of the Goods or <br />COPE OF ORKROCUREMENTPECIFICATIONS <br />Services or Public Improvements desired, Specifications and drawings, delivery or <br />performance schedule, inspection and acceptance requirements, and overall scope of <br />work and other information, including the project management structure and the <br />support or resources to be provided by the city,.
