Section 6. Maintenance Agreement.
City and District share the goal of having as high a standard of maintenance as is affordable and
practicable. Standards, tasks, respective responsibilities and Park Premises at the Youth Sports Parks
have been established (Appendix B) that govern how maintenance is to be performed. Everyeffortwill
be made by City and District to provide for on-going and annual maintenance through a combination
sources, including but not limited to: volunteer activity and maintenance fees paid by user groups. For
the past approximate 18 years, the District and City have had a successful partnership in jointly
maintaining City and District properties that adjoin one another. It is intended that the partnership and
working relationship be continued for the Youth Sports Parks and fields covered under this Agreement.
6.1 Maintenance Committee. A maintenance committee has been established, composed
of the City Park Operations Manager, a representative of the City Recreation Services Division , the
District Grounds Supervisor, and District Athletic Director and/or Facilities Director. The maintenance
committee will review, cost allocations and maintenance standards as described below. All decisions of
the committee will be made by consensus.
6.2 Costs. The City and District will share in the remaining cost of on-going and annual
maintenance and custodial services based on the pro-rata share of community vs. school district use.
Use will be "weighted" to allow for the amount of use and the impact of fields and play areas by
different sports and uses. Periodic replacement and major repair and maintenance costs will be borne in
the same ratio. The City shall be responsible for the cost of all scheduled or regular community use that
is not paid for directly by the users. The cost allocation for each year will be determined by the
maintenance committee. After each year, the committee will evaluate actual usage vs. allocated costs,
and make adjustments into the following year so as to balance any substantive inequities from the prior
year.
6.3 Standards. The standard for quality of maintenance, which will be mutually established
by City and District, will be based on local application of national standards published by the National
Recreation and Parks Association. The standards, tasks, respective responsibilities, and Park Premises at
the Youth Sports Parks are attached as Appendix B. These standards, tasks, responsibilities and service
areas will be reviewed annually by the City Park Operations Manager and the District Grounds
Supervisor and may be adjusted by the Maintenance Committee.
6.4 Implementation. There shall be joint responsibility by City and District for completing
maintenance work. The City Park Operations Manager, or designee, and the District Grounds
Supervisor, or designee, will jointly determine the most cost-effective and efficient means of providing
the necessary services.
Amended and Restated Intergovernmental Agreement 2008-01033: Joint Use and Development of Youth Sports Parks and Athletic Fields
Page-6 of 11 July 1, 2008
