HOSTICK Robin A
From:
HOSTICK Robin A
Sent:
Thursday, April 06, 2006 4:07 PM
To:
RISDAL Lacey L
Cc:
FINNEY Kevin P; WEISS Carolyn J
Subject:
FW: West University Park costs
Lacey, per my discussion with Kevin around how to pay for immediate and future costs associated with West University
Park, I agreed to compile a Project Authorization Form to establish a GJN. I'll attach this summary to the PAF and deliver
to you, signed by me. I'm not sure if Kevin or Carolyn need to authorize the A6 fund assignment. Please coordinate with
either of them to complete the form and get it processed as soon as possible.
The general agreement is that A6 funds will be used to prime the account and cover the environmental assessment,
attorney fees, and lot line adjustment application. I expect these immediate costs to runabout $8k-$10k.
Regarding the timing of other costs, we hope that the alley assessment will not need to be paid until FY07. It is possible
but not guaranteed that we will receive the Quinney exchange revenue before the assessment is due, however it's unlikely
that we'll be able to appropriate the funds in time to use them directly for payment. Note also that we have committed
through the agreement to improve the newly configured site with irrigated turf. Time line for the turf improvements would
be 2008.
The following are total, current anticipated costs for the West University Park Exchange:
Alley assessment: $33k
Environmental assessment: $2k _ Ate
Attorney fees: $2k - A Lk
Lot line adjustment app: $4k - Ali
Irrigated turf improvements: $30k
total $71 k
We'll be receiving the following revenue from Bob Quinney if/when the deal closes, possibly in June 06. We would like to
appropriate these funds to the project account as soon as possible following receipt.
Property value difference: $30k
1 /2 of Env Assmt: $1k
1/2 of lot line adj. app. $2k
total $33k
Thank you!
Robin Alan Hostick
Principal Landscape Architect, AIC
City of Eugene
Parks & Open Space Planning
1820 Roosevelt Blvd.
Eugene, OR 97402
tel. 541.682.4915
fax 541.682.4882
