Army Corps Wetland Delineation Manual for altered sites larger than fivacres in size. <br />This procedure <br />requires the establishment of a minimum of 3 transects; with sample plots located on the transects and off <br />the transects as needed, to document changes in elevation, soil, and plant communities. Information from <br />the survey plots will be used to determine the location of all wetland/upland boundaries, with paired plots <br />used to document wetland/upland boundaries. Vegetation, soils, and hydrology will be characterized for <br />each plot: the vegetation will be identified and the coverage calculated by species, a soil profile will be <br />described, and the hydrology characteristics will be evaluated. All wetland/upland boundaries and sample <br />plots will be marked on the ground with flagging or wire pin flags. The boundary locations and sample <br />plots will be surveyed and mapped by the city of Eugene, that cost has not been included with this <br />estimate. <br />Based on previous experience completing agricultural delineations, it is likely that Janet Morlan from the <br />Department of State Lands will require a site visit to review the findings, hence a line item in the cost <br />estimate for agency coordination. <br />A Wetland Delineation Report will be completed which summarizes the field survey results and the <br />available resource information. This report should satisfy the DSL and Corps requirements for the Clean <br />Water Act. The Wetland Delineation report will include the following: <br />• Discussion of site specific methods and techniques <br />• Site map depicting the wetland/upland boundaries and location of sample plots <br />• Aerial photographs as necessary, to indicate changes in the conditions of the site property and <br />vicinity <br />• Field data sheets (US Army Corps of Engineers' format fora three-parameter application) for <br />each sample plot <br />3.0 LIMITATIONS TO THE SCOPE <br />The following items are not included within the scope of work for this project: <br />• Rare plant survey <br />• Biological assessment <br />• Archeological survey and assessment <br />• Joint Removal Fill Permit application <br />• Wetland Mitigation Plan <br />• Preparation of other investigations, documents, reports, or presentations which may be required <br />by local or other agencies during the course of the project <br />4.0 FEE <br />The estimated fee for completion of the Wetland Delineation study is presented in detail below. The <br />anticipated costs are presented as a range, based on typical site conditions in the vicinity of the project. <br />The field visit estimate presents a range from 2 survey periods at 3 days each (6 days in the field for <br />biologist and field assistant) to 3 survey periods at 5 days for the first survey and 3 days for each of the 2 <br />following surveys (a total of 11 days in the field). The 2-survey period may be possible if the site is <br />uniformly saturated or inundated such that the conclusions as to duration of saturation can be made within <br />2 survey periods. field work can be for a 14 dais for 2 survey periods based on the potential for a total of <br />6 days as 2 visits 3 days each should the site be very wet and the wetland determination enable to be The <br />City of Eugene will be billed as time and materials expenses for completion of the project. Should the <br />scope of the project change from what is outlined above such that additional costs would be incurred, this <br />proposal can be amended with written agreement from both the City of Eugene and Environmental <br />Solutions LLC. <br />1.
