Overview: The Bus Rapid Transit Pilot Project, connecting downtown Eugene to Downtown <br />Springfield, is a work in progress. Although City Council approval is requested at this stage, in part, <br />so that federal funding can be secured, the project description will continue to be refined as project <br />design continues to more detailed levels, as the multiple agencies responsible for project <br />implementation continue to reach agreement on design issues, and as more information becomes <br />available through engineering analysis and field investigations. However, the City of Eugene's <br />conditional approval of the Bus Rapid Transit Pilot Project is specific to several key attributes oflthe <br />current project design - key elements that may not be substantially changed without subsequent City <br />review and approval. These key elements include: <br />Bus guideway and lane improvements, sidewalk and bicycle lane additions, traffic <br />and additional landscaping as shown in the attached diagrams; <br />2. Avoidance of historic tree removal for purposes of street widening (removal of up to two <br />historic trees for construction of the Agate and Walnut Street Stations is expected, which <br />not require a public vote); <br />3. Installation of as many trees along the transit corridor as deemed practical by the project <br />and budget; <br />4. A phased approach to project implementation, as outlined by the Eugene\LTD-BRT Policy <br />Committee in its memorandum titled "Proposed Three-Phased Approach to Project Review," <br />dated February 14, 2001, that commits the City and Lane Transit District to the pursuit of a, <br />clear plan for full improvement along the Franklin Boulevard corridor; <br />5. Mitigation of impacts identified in the Environmental Assessment to a level of <br />6. Complementary improvements to the Fairmount/Laurel Hill and downtown neighborhooi bus <br />routes; and <br />7. An intergovernmental agreement that provides a process for City involvement in key <br />decisions about project design, construction management, aesthetic attributes, and fu <br />system expansions. <br />City of Eugene approval pertains only to the Eugene Downtown-East and University of <br />Oregon/Franklin Boulevard segments. <br />The approved. Bus Rapid Transit Pilot Project does not include acquisition or removal of any <br />residences or businesses, or any action that requires a public vote pursuant to the Eugene City <br />Charter. Approval of the Pilot Project does not include approval of specific improvements withl.n the <br />Franklin Boulevard corridor after the pilot project is constructed.
