I believe the reason for NOT having a perpetual contract could be based on <br />something I learned from a county contract administrator a few months ago. Can't quote it, but I understood <br />that it requires much more scrutiny and signatures for a longer period than three years. Just a guess and I do <br />not know about any guidelines that Springfield may have. <br />Would you like to make contact with Springfield before I prepare an amendment? Gene Butterfield is listed as <br />the contact for Springfield. That is what I asked for originally and for some <br />good reason, I don't remember why, I only got a short time frame. I would like to make it as long as possible so we <br />don't have to keep re-doing them. <br />These two IGA's are like insurance policies. They take care of our liabilities when we trade services with our other <br />local partners. In view that we are a much bigger organization for signal services than our partners, it is a much <br />more important safety net for them, as I won't work for anyone without having something in writing that they are <br />accepting all liabilities for our work. Which means that if they get into a pinch, which its very possible, we wouldn't <br />help them without a good IGA. <br />We would probably only need their help if we were to have a strike situation, and if so I would want a good <br />relationship of mutual help built up and the mechanism to ask for the help. <br />In addition, these agreements give us a method for funding exchange which we have done with Lane County and <br />have the opportunity to do so again this summer if we can get an IGA back in effect, It has been a number of <br />years since we have done work and billed Springfield. The last few times we did work for Springfield, they gave us <br />a bunch of used traffic signal controllers and poles so I didn't bill them for labor. We got the best of that situation <br />for sure. <br />
