Attachment A <br />'Eugene Parks and Open Space Technical' Assistance (CY 2010) <br />Scope of Services <br />Draft: October 28, 2009 <br />Requesting Agency: City of Eugene Parks and Open Space Division (City) <br />Agency Providing Services: Lane Council of Governments (LCOG) <br />Background: <br />Under this intergovernmental agreement, LCOG will provide various types of technical assistance to the <br />City of Eugene Parks and Open Space Division under the following four categories: <br />1. West Eugene Wetlands Annual Report <br />II. Spencer Butte Management Plan Outreach <br />III. Resource Development (grant-writing on request) <br />IV. General Technical Assistance and Graphic Services (on request) <br />An estimated budget, not to exceed $22,250, will be utilized to complete these tasks with a contract end <br />date of March 31, 2011. LCOG will work closely with the City lead, Trevor Taylor (Natural Area <br />Restoration Team Supervisor), on the scheduling the various tasks and coordinating efforts with other key <br />City staff. Funds allocated for tasks III and IV will be utilized on an as-requested basis for work activities <br />specified by the City lead. <br />LCOG Staff Team: <br />Contract Manager: Jeff Krueger, Senior Landscape Architect <br />Additional Staff Resources: Christine Puetz (Resource Development Specialist); Bill Clingman, (GIS <br />Associate); Sarah Finney (Graphic Artist); and Ellen Currier (GIS Assistant). Estimated billing rates are <br />incorporated into the cost estimates and include all indirect costs. <br />Scone of Services: <br />1. West Eugene Wetlands Annual Report <br />LCOG will take the lead soliciting information, writing narrative, updating maps, updating graphics, and <br />laying out the 2009 WEW Annual Report, working closely with WEW Partnership staff. The content of <br />this annual report will be streamlined significantly from previous versions in order to reduce the total <br />length and production cost of the report. Anticipated completion date will be March 2010. <br />Estimated cost: $5,000 (content: $4,000; layout, map updates, and graphics: $1,000) <br />II. Spencer Butte Management Plan Outreach <br />LCOG will work closely with City Natural Resource and Park Planning staff to develop a public outreach <br />strategy specific to the summit trail at Spencer Butte. LCOG will develop a range of outreach approaches <br />and work with City staff to select a preferred outreach approach that will lead to public consensus on trail <br />improvements. LCOG will also provide support to the City in developing a survey (likely implemented <br />using Survey Monkey), creating associated graphics showing various trail types and alignments, and <br />providing support for public workshops or outreach. The City will take the lead on organizing and <br />staffing associated public meetings or public presentations. <br />Estimated cost: $7,500 <br />
