• Agreement #O1- MOU- WEW08102005 <br />10. CITY, TNC, and BLM agree that an agricultural- scale, grow -out program is desirable to obtain <br />greater diversity and abundance of West Eugene Wetlands plant materials (e.g., seeds, bulbs, <br />propagated plants). <br />11. In 2004, CITY executed a contract with a private seed nursery to produce seed of native West <br />Eugene Wetlands species for the next five to 10 years. The contract specifications allow additional <br />species to be added to the contract each year. <br />12. TNC wishes to begin a similar contract with the same private seed nursery to produce seed of <br />native West Eugene Wetlands species. <br />13. CITY, TNC, and BLM agree that jointly funding and implementing the plant materials program is <br />in the best interest of all parties. <br />14. CITY, TNC, and BLM wish to continue their close working relationship by jointly funding and <br />implementing a plant materials program for the West Eugene Wetlands. <br />15. CITY, TNC, and BLM agree that the interagency SPROUTS committee will lead the effort to <br />identify, develop, and refine strategies for the jointly funded plant materials program for the West <br />Eugene Wetlands, and to coordinate the tasks described below. <br />Agreements: <br />1. CITY agrees, subject to available funds and resources, to the following: <br />a. CITY shall continue its contract for seed grow -out with the private seed nursery. <br />b. CITY shall fund an equal number of species, or equal area of seed bed grow -out, in its <br />grow -out contract as TNC does in its contract. <br />c. CITY shall coordinate with TNC and BLM on plant materials program. <br />i CITY shall coordinate with TNC and BLM on planning, funding, and staffing seed <br />collection activities. Seed collection may be necessary to get new species into the <br />grow -out contracts or to obtain additional seed for use on current year enhancement <br />projects. <br />ii CITY shall coordinate with TNC and BLM to prioritize areas to plant each year <br />with the seed produced in the grow -out contracts. <br />iii CITY shall coordinate with TNC and BLM to identify appropriate space for storing <br />seed and the materials and supplies used in the seed supply program. <br />iv CITY shall coordinate with TNC and BLM on maintaining a plant materials <br />database. <br />d. CITY shall coordinate with TNC and BLM to determine an equitable means of exchanging <br />or selling seed and other plant materials based on the prioritized list of sites to be planted <br />each year. <br />e. CITY shall attempt to contribute staffing or funding to assist TNC and BLM with plant <br />materials program. <br />f. CITY shall attempt to establish a contract with TNC to compensate TNC use of TNC's <br />equipment for seed bed preparation and seeding at the hourly equipment rental and operator <br />rates established by TNC each fiscal year. <br />2 <br />
