7 <br />IC <br />CITY OF EUGENE SHALL: <br />1. Pro ect known populations of ONHP List 1 plants, strive to protect high quality habitat <br />(Fi ure 1), and where opportunities permit (e.g., redevelopment of park landscapes), <br />pla e a high priority on restoration. <br />2. Survey all parcels and portions of parcels within their ownership south of 19th along <br />Amazon Creek. <br />3. SOcit input from other cooperators to determine peak flowering time for surveys due to F <br />individual species variability. <br />4. Ensure completion of surveys using qualified personnel for new subpopulations in 1997, <br />and every 10 years thereafter. Maximum city contribution shall not exceed $3,000 per <br />survey year. <br />5. Provide maintenance personnel with on -site direction as to limits of all known <br />sub opulations of target species, and vegetative and flowering appearance of each one <br />occ rrin,a in the area. <br />6. Defy mowing in suitable Bradshaw's lomatium habitat until after seeds have matured <br />and dropped. Typically, this occurs after July 21. <br />7. Mo itor known populations by conducting statistically valid sampling of known <br />populations of rare species at least every 5 years to estimate population size and monitor <br />trends. Monitoring should be designed to detect a change in Bradshaw's lomatium <br />numbers of 35 percent between any two years. The sampling design should be sufficient <br />to be 90 percent sure of detecting this change, with only a 1 in 10 chance of incorrectly <br />concluding that change took place. City contribution for monitoring will not exceed <br />$2,Q00 per survey year. <br />8. Pro ide notice to all cooperators for comment if any planning, maintenance, and <br />co ttruction activities that will affect known populations or high quality habitat. If no <br />co�ments are received from cooperators within 15 days, the City will assume <br />cooperators' approval. <br />C. THE OREGON DEPARTMENT OF AGRICULTURE SHALL: <br />1. WoIrk with the City to strive for eventual recovery of Bradshaw's lorimatium and other rare <br />species that may occur in the, conservation area. <br />91 ®0040 1 <br />
