2.F.2 Warrant List <br />Traffic Operations maintains a list of those intersections that have been studied, showing which - location did or <br />did not meet warrants. <br />2.F.3 Power Outage- Emergency Response Procedure (APWA 31.21) <br />Priority One: Major arterial intersections proposed for temporary power or manual control <br />• Deploy manual traffic control (flaggers) as needed initially at the following two intersections (based on <br />traffic flow, geometrics and potential impact of adverse weather): <br />• 6 Avenue at Madison Street (I- 105/Washington- Jefferson Bridge off -ramp) <br />• 7 Avenue at Jefferson Street (I- 105/Washington- Jefferson Bridge off -ramp) <br />Minor surface cross streets should be barricaded and closed temporarily at each location -- Madison Street on <br />both sides of 6` Jefferson Street on north side of 7` Right turn from 6 to Madison should also be closed. <br />• Deploy additional flaggers at the following major arterial intersections, as conditions warrant: <br />• 6 Avenue at High Street/Ferry Street Bridge off ramp <br />• 6` Avenue at Chambers Street <br />• 7 Avenue at Chambers Street <br />• 7 Avenue at Washington Street (I- 105/WJ bridge on -ramp) <br />• Chambers Street at Roosevelt Blvd. <br />• Chambers Street at NW Expressway/River Road <br />• Highway 99 at Roosevelt <br />• Coburg Road at Martin Luther King Blvd <br />• Coburg Road at Oakway <br />• Coburg Road at Cedarwood <br />• In consultation with ODOT, consider closing the I -105 flyover off -ramp to Coburg Road, and closing <br />Cedarwood Street at Coburg Road and at Country Club Road. <br />If the power outage continues for more than a few hours, or other conditions dictate an additional response <br />beyond temporary flagging, coning and barricading, hook up PWM generators to selected traffic signals on <br />major arterials, already pre -wired for quick temporary hook -up to a generator. Six generators are available <br />by calling the on -call PWM electrician at 954 -8382 <br />Priority Two: Additional major arterial intersections <br />Provide manual control/temporary power, or install temporary stop signs at the remaining Major Arterial <br />intersections, and several other intersections providing access to Sacred Heart hospital.
