Additionally, the existing cameras are not networked and the City <br />can only view the images from one camera at a time at their Public Works Maintenance <br />facility. <br />2.2 Existing Communications Infrastructure Owned by Others <br />Chapter 5 of the Regional Intelligent Transportation System (ITS) Plan includes a description of <br />other communications networks within the region owned by the Public Agency Network (PAN), <br />the Oregon Department of Transportation (ODOT), the City of Springfield, Lane County, and <br />Lane Transit District. The City of Eugene's Information Services Department and ODOT provide <br />the best opportunities for infrastructure sharing with the Public Works Department as described <br />in this section. These sharing opportunities are included in the phased deployment plan in <br />Section 6. <br />2.2.1 Existing Information Services Department Communications Infrastructure <br />The City of Eugene's Information Services Department (ISD) is responsible for the City's data <br />communications network and infrastructure at all City -owned facilities. They use fiber optic cable to <br />provide connections between the various City facilities. While ISD owns a substantial amount of fiber <br />optic infrastructure downtown and along the railroad corridor as shown in Figure 4 they also share <br />and lease fiber optic plant through partnerships with other agencies and organizations. Appendix D <br />includes a list of ISD's network sites. Their main hub is located at the Regional Information System <br />(RIS) in the Lane County Building, which is located within one block from the Public Works' 858 <br />Pearl Street building hub. The RIS includes a secure professional data room that is monitored <br />around the clock. <br />The majority of the fiber optic cable owned by ISD is installed underground with a small portion <br />installed overhead. ISD has found that overhead installations are not as cost effective or feasible as <br />they used to be because many utility poles are already fully populated. The fiber optic cables vary in <br />size. The cable along the Railroad includes 96 fiber strands and newer installations include 144 fiber <br />strands. Almost all of the fiber optic cables are single mode, although some older multi -mode cables <br />are still used. ISD typically contracts out the majority of the maintenance for their fiber optic network. <br />Although ISD would like to expand their network they do not currently have any plans in place to do <br />SO. <br />t ISD is in the process of rolling out a wireless network for City facilities starting with the Atrium. This <br />network will include both public Wi -Fi and business network Wi -Fi. They have already deployed five <br />public Wi -Fi hot spots at the following locations: City Hall, Library, Hult Center, Downtown Park <br />Blocks, and Airport Terminal. The Wi -Fi planned by ISD is not suitable for communications to the <br />' traffic field devices because the wireless network will simply cover the building sites. ISD is not <br />currently planning to install a citywide Wi -Fi network. <br />' ISD has partnerships in place with a number of entities such as EWEB, University of Oregon (UO), <br />Lane Transit District (LTD), local school districts, and utility companies. Often ISD is able to trade <br />right -of -way in exchange for fiber optic plant. ISD is also a member of the Public Agency Network <br />' (PAN). ISD uses the PAN network to reach facilities on Coburg Road and River Road but this <br />requires paying lease fees. <br />ISD is open to partnership opportunities with the Public Works Department. They have existing <br />' infrastructure they are willing to share with Public Works and are also interested in deploying new <br />2 Regional ITS Operations & Implementation Plan for the Eugene - Springfield Metropolitan Area.
