IlARI.OW NEIGIBBORS ASSOCIATION
533 Covey Lane
Eugene, OR 97401
August 30, 2010
Kurt Cory, Director
Public Works Administration
10I~ roadway, Suite 400 "
Eugene, OR 97401
Dear Mr. Cory:
According to Mayor Piercy, "The City is not obligated to maintain streets that
do not meet City standards." What she failed to add is that the only entity that
can bring a City street to City standards is the City.
She continued that the City finds it less expensive to preserve well-maintained
streets than to repair streets that do not meet City standards. Apparently, poorly
constructed and/or poorly maintained City streets land in limbo.
With regard to Arcadia as a `collector' street, you identified "the Van DuynBogart
corridor as the collector through this neighborhood from Harlow Road to
Willakenzie." Perhaps it should be realized that the Van DuynBogart connection
mainly serves the western half of the Harlow neighborhood, whereas Arcadia/
Regency serves the eastern half of the Harlow neighborhood. Bot11 corridors need
to be improved as each serves a sizable population.
When Arcadia received the maintenance overlay in summer 2008, the job was not
completed. The portion of the street north of Babcock, perhaps 100 yards, was
never resurfaced. After a protracted period of time, the equipment and orange
cones were collected from the job site and taken elsewhere. When the Mayor was
questioned as to why this had happened, she had no idea. Can you explain this to
us?
