EROSION PREVENTION AND CONSTRUCTION SITE MANAGEMENT
2010 ANNUAL PERMIT
FOR
City of Eugene Public Works, Engineering
Background:
City of Eugene Public Works Engineering (PWE) division administers numerous projects
designed to replace and repair public ways and facilities. These and all
construction projects undertaken within the City of Eugene urban growth
boundary must meet the Erosion Prevention and Construction Site Management
outcomes of R-6.645D. An Annual Erosion Prevention and Construction Site
Management Permit is issued in lieu of individual project permits. Projects vary in
size and location, but are generally approached in the same manner as outlined
below.
Erosion Prevention and Construction Site Management Practices
A Construction Site Management Plan (CSMP) will be attached or incorporated into the bid
documents. It will consist of this narrative language, a set of standard CSMP
notes and detail drawings of inlet protection.
Issuance of the annual erosion prevention permit does not relieve the permit holder and or the
contractor from all other permitting requirements. Prior to beginning construction
activities, all other necessary approvals shall be obtained.
Prior to any ground disturbance on any project site, identified erosion prevention measures must
be installed and verified by Erosion Prevention and/or Public Works Engineering
staff.
Construction shall conform to the City of Eugene Standard Specifications, as currently amended.
Wet Weather Season (October 15th to April 30th )
During the designated Wet Weather Season, additional Best Management Practices (BMP'S) are
required to ensure that all outcomes are being met. Measures may include immediate clean up of
all sediment and debris from the public right of way, street sweeping, and coverage of all
exposed soil at the end of every work shift.
Permanent stabilization of all exposed soils during the wet weather period shall occur within 24
hours of final grade.
.qnanial Pm%AQinnc Anh ftARAA Papa 19
