General Practices to Meet Outcomes: <br />A Construction Site Management Plan (CSMP) will be prepared for all projects by the <br />Engineer or Project Manager and forwarded to the Erosion Prevention staff for review. <br />Typically, one separate CSMP sheet will be provided containing City of Eugene Standard <br />Construction Notes and relevant Standard Drawings referenced by bubble notes. Required <br />BMPs may be noted on the separate project plan sheets by bubble note reference to the CSMP' <br />sheet. The Contractor shall review the complete CSMP, giving consideration of methods used <br />to complete the contract work, and potential effects on erosion sediment control. <br />Approval of changes or provision of the original plan by the Engineer does not guarantee <br />compliance with the outcomes. The Contractor is responsible for meeting the outcomes provided <br />in section 280 and in City regulations. <br />The erosion prevention BMP'S on all projects shall be inspected daily and maintained as <br />necessary to ensure their continued functioning and effectiveness in meeting the outcomes of the <br />erosion program. <br />The CSMP facilities shown on the plans will be considered the minimum guidelines for the <br />anticipated site conditions. PWE will require upgrades and/or additional measures as needed <br />during construction to ensure that sediment laden water does not leave the construction site and <br />all outcomes are met. <br />A supply of materials necessary to meet the outcomes and implement the CSMP under all <br />weather conditions shall be maintained at all times on construction sites. <br />No hazardous substances, such as paints, thinners, fuels and other chemicals shall be released <br />onto the site, adjacent properties, or into water features, the City's stormwater system, or related <br />natural resources. <br />No discharge into the City's stormwater system, adjacent properties or related natural resources <br />of construction related contaminants resulting from activities such as, but not limited to, concrete <br />sawing, cleaning or washing of equipment, tools, or vehicles, shall occur. <br />Responsible Party. The contractor is the responsible party as defined in the ordinance and rules <br />for the Erosion Prevention and Construction Site Management program. As responsible party, <br />the contractor shall meet the outcomes in sections 280, and shall bear all consequences of <br />violation of this Standard Specification and City Regulations for Erosion Prevention and <br />Construction Site Management. <br />Sediment Barriers <br />Inlet protection shall be installed prior to any construction work beginning and maintained <br />during the entire project, as noted on the CSMP. Pre-fabricated insert-style inlet protection will <br />be used whenever possible. <br />Special Provisions - Job #4671 - Page 9 <br />
