Becky’s summary was that it is a <br />management decision whether to use operating or capital funds for the purchase. If we use operating funds we need to <br />make sure financial reporting is aware and capitalizes the purchase, and that we are transparent about what we are <br />doing. <br />The purchase should have been capitalized in FY09, since that is when it happened. The only item F/R may have an issue <br />with is moving the expense from a capital to operating fund in FY10. <br /> <br />Debbie, we would like to split the cost between the stormwater, wastewater, and transportation operating funds.
