Access into the fenced area is being <br />accomplished through abutting private properties. Since the area is <br />not "formally" closed EPD does not feel they can enforce keeping <br />people out of the fenced area. <br />HISTORY <br />Due to unacceptable illicit activities happening at the time this visibly <br />remote southerly portion of the park was fenced off from the <br />remainder of the parkin 1996. Initially an administrative order closing <br />the area was in effect. While that order has long since expired, it was <br />sufficient to change the behavior patterns at the time and we have <br />not had significant problems within this fenced off area for a number <br />of years. <br />PROPOSED SOLUTION <br />POS staff recommend reinstating a formal closure on the fenced area <br />which would allow EPD enforcement and would likely again break <br />the illicit activities behavior pattern. <br />The closure will become effective on April 23, 2010 at 12:01 a.m. <br />For further information, please contact Rob Hallett at 541-682-4935. <br />
