MEMORANDUM
~tJf~E E
To: Kurt Corey, P.E.
Public Works Director
From: Johnny Medlin, Director
Parks and Open Space Division
Date: April 14, 2010
R +~ilt~ftC3
IB~AQA3f~#iTEtTD
~ItitBE. ~;d0t
Coil
r~~~ ~~t
FCC o~.sav,~
fkk~~10{f~tdt tip
t

Re: Administrative Order 58-10-04 -Ordering the Temporary
Closure of a Portion of Scobert Park
Attached for your signature you will find Administrative Order 58-10-04
ordering the temporary closure of the southerly fenced off portion of
Scobert Park from April 23, 2010 through April 22, 2012.
PROBLEM
EPD and abutting Neighbors report illicit activity is occurring within the
fenced off area of the park. Access into the fenced area is being
accomplished through abutting private properties. Since the area is
not "formally" closed EPD does not feel they can enforce keeping
people out of the fenced area.
HISTORY
Due to unacceptable illicit activities happening at the time this visibly
remote southerly portion of the park was fenced off from the
remainder of the parkin 1996. Initially an administrative order closing
the area was in effect. While that order has long since expired, it was
sufficient to change the behavior patterns at the time and we have
not had significant problems within this fenced off area for a number
of years.
PROPOSED SOLUTION
POS staff recommend reinstating a formal closure on the fenced area
which would allow EPD enforcement and would likely again break
the illicit activities behavior pattern.
As a temporary order, this requires no posting, publication or the
opportunity for public comment. With your signature, the closure will
become effective on April 23, 2010 at 12:01 a.m.
