Budget Narrative
Restoring off-channel habitat for anadromous spring Chinook salmon at Delta Ponds
2008. For this project we used 2008 contract costs plus an additional 5% to account for cost
increases. All personnel hired by project contractors will be paid prevailing wages, based on job
type and project locality.
Quantity
Unit
Cost/Unit
TOTAL
Weed control - spot spray
16.4
acres
$ 300
$ 4,920
Riparian Planting: $509,275
Contractors will be hired to plant native trees, shrubs, and sedges on a total of 21 acres of riparian
habitat. Funds will cover the costs of contract management, planting and watering laborers, plants,
plant protection material, and other project supplies. All personnel hired by project contractors
will be paid prevailing wages, based on job type and project locality.
There will be three components to this work:
o New bench planting: $99,925
The design plans included with this application packet show a draft planting plan for the
proposed 4.6 acres of new riparian benches. Costs are based on the cost to do this same work
at Delta Ponds in early 2009 with some minor adjustments, based on phone conversations
with Second Growth Inc. Namely tree protection costs were increased to reflect increased
costs of metal fencing and posts.
a Non-bench planting: $199,350
The design plans included with this application packet show a draft planting plan for the
proposed planting on the 16.4 acres of existing riparian habitat where weed control will take
place. Costs are based on the cost to do similar planting work at Delta Ponds in early 2009
with some minor adjustments, based on phone conversations with Second Growth Inc.
Namely tree protection costs were increased to reflect increased costs of metal fencing and
posts.
o Plant Establishment Costs: $210,000
This includes costs of watering and maintaining all native trees and shrubs planted as part of
this project from the time of planting until June 30, 2011. Costs are based on the cost for plant
establishment work currently in progress at Delta Ponds.
Riparian Planting
Quantity
Unit Cost/Unit
TOTAL
Plant new "benches"
4.6
acres $ 21,723
$ 99,925
Plant "non-bench" areas
16.4
acres $ 12,155
$199,350
Plant Establishment Work (1 yr watering & weed
control)
42,
acres $ 5,000
$210,000
Grand Total
, $509,275
Contractual (Non-Federal): $135,358
In 2008 the City of Eugene initiated Phase 4 of the Delta Ponds Habitat Enhancement Project.
This was funded in part by the City of Eugene, the U.S. Army Corps of Engineers, an Oregon
Watershed Enhancement Board (OWEB) grant, and an Oregon Department of Fish and Wildlife
(ODFW) grant. The contractual activities that will take place between July 15, 2009 and July 14,
2011 and will be funded with non-federal are shown below:
Page 5
