Budget Narrative
Restoring off-channel habitat for anadromous spring Chinook salmon at Delta Ponds
Equipment (Federal): none
Equipment (Non-Federal): none
Supplies (Federal): $6,024
Native seed: $3,024
The City of Eugene will purchase 120 pounds of native seed to spread on the 4.6 acres of new
riparian benches and in bare areas of the 16.4 acres where weeds will be removed. This seed will
be of a West Eugene Wetland or other southern Willamette Valley seed source. This cost is based
on the cost of seed purchased for the 2008 riparian bench construction, plus an additional 5% to
account for increased costs.
Interpretive signage: $3,000
The City will install two interpretive signs about Chinook salmon, emphasizing the importance of
side channel habitat for juveniles. One of these signs will be placed near the gated culvert, where
many recreational users who are using the City's river bank trail system will be able to stop and
read it. The second will be installed at the northern parking lot in the interior ponds, which is a
popular visiting spot for local residents. The City of Eugene has a standard sign style and stand
that are easily recognizable and give our signage a consistent look. Costs are based on the cost of
the stands ($1,000 each) and the printing of the sign ($500 each).
Supplies (Non-Federal): none
Contractual (Federal): $1,425,482
This project will likely be put out to bid in separate contracts for the following elements:
• Riparian Bench Construction
• Soil Amendment and Seeding of New Riparian Benches
• Channel Excavation
• Weed Control (manual)
• Weed Control (spot spraying)
• Riparian Planting
Each of these activities, the cost for those activities, and detailed descriptions of what those
activities entail are shown below:
Riparian Bench Construction: $762,000
Contractors will be hired to carry out activities associated with riparian bench construction,
including hauling and placing soil along the banks and shaping the new benches to follow natural-
looking contours. Funds will cover the costs of contract management, soil, heavy equipment
rental, heavy equipment operators, trucking costs, flaggers, spotters, and other project supplies.
All personnel hired by project contractors will be paid prevailing wages, based on job type and
project locality.
Page 3
