Budget Narrative <br />Restoring off-channel habitat for anadromous spring Chinook salmon at Delta Ponds <br />Fringe benefits shown here include health insurance, Public Employee Retirement System <br />(PERS/OPSRP), Medicare, FICA, Long Term Disability, and Life Insurance. Most fringe benefit. <br />types are calculated as a percentage of an employee's salary. Health insurance is calculated as <br />fixed cost per employee cost, not based upon salary. The retirement package offered by the City <br />of Eugene is from the State of Oregon Public Employees Retirement System (PERS). PERS is <br />calculated at 22.07% of salary.. The 2003 State Legislature approved changes to PERS that created <br />a new retirement system for new public employees, OPSRP is calculated at 20.17% of salary <br />(depending upon an employee's hire date, they would enter into one of these systems). Other <br />fringe benefits costs are calculated as follows: Medicare is calculated at 1.45% of salary; FICA is <br />calculated at 6.2% of salary; Long-term disability is calculated at .53% of salary; and life <br />insurance is calculated at.27% of salary. Health insurance is calculated at $12,336 per full-time <br />employee. <br />Fringe Benefits (Non-Federal Share): $4,683 <br />The fringe benefit costs associated with the non-federal share of personnel cost on this project are <br />as follows (see description below for how these were calculated): <br />. Health insurance is calculated at $12,336 per full-time <br />employee. <br />Travel (Federal): $4,270 <br />City of Eugene staff will need to lease a vehicle during the implementation stages of the Delta <br />Ponds project. The project site is 4 miles from the Parks and Open Space Division offices and 3.2 <br />miles from the Engineering Division offices. Lauri Holts and Scott Milovich will need to make <br />daily trips to the project site during implementation. This is expected to be approximately 10 <br />months over the course of the project. The City of Eugene leases vehicles from the State of <br />Oregon Motor Pool. The FY 2010-2011 rate for a hybrid sedan is $381/month (10 months) plus <br />the cost of all fuel (using an estimate 200 gallons @ $2.30 per gallon).
