Matt Rodrigues
Proposed Amendment for a Geophysical Survey and Sal Sampling at 13th Avenue and High Street, Eugene, OR
December 10, 2009
surrounding the tank footprint. Four samples will be collected at the maximum depth of excavation for the
repaving project, and four samples will be collected at the maximum depth of the tank excavation. In the event
,that groundwater is encountered in the when advanced to the maximum depth, PBS will collect up to four water
samples. The soil samples will be collected and visually examined and described for lithology and evidence of
contamination.
PBS will develop a traffic control plan for the fieldwork to install and decommission the borings including
appropriate signs, cones, and fiaggers if needed. PBS assumes that the City will turn the signal off if work is
.indicated to take place in the intersection
All-soil and water samples will be stored in anced container for delivery to the laboratory under chain-of=custody
documentation. Upon completion of sampling, the. borings will be backfilled with granular bentonite and the
surface sealed to match surroundings.
Soil or-water sampling wastes having field indications of contamination will be placed into a small sealed
container. PBS will store the waste and characterize it for disposal. PBS assumes that this waste will not=be
determined to be hazardous. Cost for hauling and disposal" of hazardous waste is not included in this proposal.
Laboratory Analysis
'The.four shallowsoilsamples collected will be~analyzedfor petroleum hydrocarbons (total petroleum
hydrdcarbon - hydrocarbon identification) by Northwest Method NVIFTPH-HCID, and-for volatile organic
:compounds (VOCs) by. EPA Method 8260B. to the event contamination is-'detected °in the soil, follow up analysis
maybe recommended on the four shallow samples and the remaining samples collected at the site. Possible
.follow-up analyses are included as contingencies in the cost estimate and include:
NWTPH-Gx (Quantify gasoline in soil)
• NWTPH=Dx (Quantify diesel in soil)
• EPA 8260131VOCs and BTEX)
• EPA 8270`SIM, (Semi Volatiles and Poly Aromatic' Hydrocarbons)
• EPA 6010`(RCRA 8` Metals)
• EPA 8082 (PCBs in waste oil)
LIMITATION OF SCOPE
'The findings and conclusions of the report are not scientific certainties, but rather probabilities based on
professional judgment concerning the significance of the data:gathered during the course of the study. PBS is not
able to representthat additional tanks or other, underground features are present outside the survey area. The
ability to accurately address the environmental risk associated with :a chemical release is .beyond the. scope of this
study.
