BACKGROUND AND PROJECT DESCRIPTION <br />The purpose of this Scope of Work (SOW) is to help the City of Eugene ("Agency") satisfy the <br />requirements of Section 106 of the National Historic Preservation Act (NHPA), Section 4(f) of the <br />Department of Transportation Act, Oregon Revised Statutes (ORS) 358.640, 358.920, 358.653, <br />390.235 and the Archaeological Resources Protection Act. This work must be conducted by an <br />Archaeologist who meets the Secretary of Interior's Professional Qualification Standards of 36 <br />CFR Part 61 Appendix A in the field of Archaeology. I'll', Ave. and 13'', Ave. are <br />in design for preservationn tinder the Local Federal-Aid Project "11th Ave and 1.3tt1 Ave Paving; <br />~(Eugeiie)" (Key No. 16866). <br />Tlie project is paveliientpreservation ofllth Avenue froth GarfieldSt. to Tyinn St, an exist, hig <br />major arterial street %vith an ADT of 33;000.; and 13th Ave. frotu Alder St. to WashingtonSt., aii <br />existing minor arterial/collector, with an AI)T of 17,000. 11 th and 13th avenues are exhibiting <br />pavement distress of severity warranting rehabilitation of the existing pavement artct in some <br />liniited locations(less thaii 5"„) removal and replacement of the entire structural "section <br />(pavement rind aggregatebase rock). Work may~ include AllAlamp reconstruction or retrofits <br />Rehabilitation recommendations for the lerngth of the project vary from2 to 3' cold plane <br />pavemuit removal and replacement with a crew 2" to 3" Level 3 IiMAC lift. In addition, areas of l <br />surface stabil izatioii have been identified on 13th Ave. Due t0 a previous project to repairs baser <br />failures on 11th Ave. this street hasvery little in the cvav of surface stabilization repairs.
