Following is a list of planning priorities . <br /> relating to the work elements described later in the UPWP: <br /> Programming and Implementation <br /> • State Transportation Improvement Program (STIP). In November the MPO learned <br /> that the Oregon Department of Transportation postponed the approval process for the <br /> 2013-STIP due to substantial differences between actual revenues and those anticipated <br /> under the original guidelines for the STIP. The precise amount of the shortfall was not <br /> known, but the STIP was placed on hold until at least mid-2009. Local concerns about , <br /> conformity with the Metropolitan.Transportation Improvement Program willneed to be <br /> addressed. Local public involvement for the STIP had already been conducted, and will <br /> likely be revisited once the STIP process resumes. <br /> • Transportation Funding. Revenues for meeting the MPO's local and regional <br /> ransportation needs are inadequate, and future uncertainty around several current <br /> revenue sources, including Secure Rural Schools funding, is cause for further concern. <br /> Regional Transportation Plan and Long Range Planning <br /> • Boundary.. Changes.: ,The MPO has begun to consider and plan for the likely expansion of <br /> the MP0/TMA boundary, and the resulting inclusion of one or more additional local <br /> jurisdictions in the MPO as the result of the 2010 census. <br /> • Regional Perspective. The MPO's role to promote, implement and maintain a regional <br /> .transportation planning perspective can be tested by locally-focused perspectives;and <br /> priorities. Changes in state, law through HB 3337 and the decision by Eugene and <br /> Springfield to complete separate Transportation System Plans have presented challenges <br /> in defining and promoting a regional transportation planning perspective. <br /> Central Lane MPO Unified Planning Work Program FY 2010 and 2011 <br /> <br />
