Program Development (Planning) <br /> ..;The City of Eugene belongs to the Central Lane MPQ. The Central Lane MP0 serves as a forum <br /> #orcooperative transportation decision making for the Eugene-Springfield metropolitan <br /> .area: and Co <br /> burg. In this role, LCOG is responsible for preparation of the regional- <br /> transportation plan. As part of this work, LCOG performs a number of different functions, <br /> 'including; - <br /> €stablshing an annual work program for regional transportation planning. <br /> tasks to be completed; <br /> • Performing strategic analyses and technical modeling of the transportation- <br /> system; <br /> • Establishing a fair and impartial setting for regional decision making that <br /> includes federal, state, and local agencies dealing with transportation issues; - <br /> • Prioritizing transportation projects and developing a Metropolitan <br /> .Transportation Improvement'Program. <br /> • Allocating state and federal funds for both capital-:and operating needs; <br /> • Preparing financial analysis and project programming; <br /> • Ensuring compliance with state and federal. standards; and , <br /> • Providing opportunities for public involvement. <br /> The Central Lane MPO has developed a Title Vl Plan{dated April 2009). This Title VI Plan is <br /> currently in draft form available at the LCOG website. <br /> B. ,Project;Development (NEPA, Permitting and Design) - <br /> It is the Project Manager's responsibilityto collect demographic information related to the <br /> project<and: document that information as part of the NERA process: The Title VI Coordinator <br /> may assist or provide advice in the data and demographic collection activities. The Title VI <br /> -Coordinator will monitor project development activities for compliance with Title Vl:. See th.e <br /> public involvement section below, regarding involving the public in the design process: <br /> 'Complaints of discrimination will follow the complaint process. The Title VI Coordinator will <br /> track any complaints, forward Title VI complaints to ODOT and monitor or assist in resolution of . <br /> any complaints. <br /> C. Right of Way -.Hiring of consultants follows the City's Contracting Regulations. All consultant <br /> contracts (e.g. appraisers) will include Title VI provisions. <br /> Notation of any disparity in treatment by right of way negotiator or other parties shall be <br /> forwarded to`the Title VI Coordinator. Any concerns: raised by minorities or women concerning <br /> their options should be documented. Concerns raised by minorities or women on replacement , <br /> housing or referral housing should be documented. Any concerns or flotations should be <br /> forwarded to th'e-Title Vl Coordinator for monitoring of the issue and its resolution. <br /> <br />
