This proposal will <br /> go to the Board on June 11~h, but since the CAPP program originated from this committee that <br /> selected the projects, a recommendation will be needed to take back to the Board. <br /> Action being requested tonight is to remove Oak Street as a CAPP project, substitute that money <br /> plus another $15,000 from General Road Fund for Phase 1 of the courthouse transportation <br /> improvements. <br /> Ogle asked if the City wasn't going to match anything on this project and Corey responded that <br /> the proposal at.this point is to carry the major $7.5 million total proposal through the United Front <br /> effort. The local match :that the City is looking for is 20% from the County, and if it falls short of <br /> that, then the City will have to look at other alternatives. Stapleton asked Corey if the City was <br /> going to put up any money at all, and Corey responded that the proposal was that funds would be <br /> 80% Federal and 20% County. <br /> Corey added comment that on the City's participation in the project, in fairness the actual <br /> construction costs and improvements are a substantial amount of soft costs in the development to <br /> date that the City will not recover. Locally, the City is putting together proposals so that the <br /> project can be built. <br /> Stapleton raised concerns that the City didn't plan ahead for the entirety of their projects and <br /> Corey responded that the City did anticipate that there wouldn't be enough to fund the <br /> transportation issues. <br /> <br /> i <br /> i <br /> j Snowden was asked if there were any problems with the additional $15,000 coming out of <br /> General Road Fund and Snowden said that the money could come out of this fund. Ogle asked if <br /> the City could match the $15,000 if the County came up with the $325,000 from the Oak Street <br /> Bypass and Corey said that if that was the County's decision, then the City could. <br /> .Stapleton said that he had no objection on the first phase and agreed with Snowden that the <br /> County could come up with the $15,000 match. He added that he.had a hard time coming up <br /> with the other amount and that the City needs to reconfigure to try to come up with some more <br /> money to help with the project. He mentioned that there were other cities in the County. Corey <br /> said that the City would continue to look for sources beyond the County. <br /> I <br /> Motion: Poage motioned that the County transfer the funds from the Oak Street project to the <br /> courthouse transportation project, phase 1 ($340,000 total). Redmon seconded. Four votes in favor, motion carried. <br /> Committee was asked what their reasoning was being not allocating the $15,000 match and <br /> Radabaugh said that his reasoning was that he feels the City should be a party to the project with . <br /> a token amount. Ogle agreed. <br /> Ehrich, ODOT, interjected that ODOT will pledge the $15,000 from its operating funds to make <br /> the project go. <br /> V. HERBICIDES: LAST RESORT POLICY UPDATE <br /> Snowden discussed update and distributed a memo and informed the committee that Board of <br /> County Commissioners instructed VMAC to develop a Last Resort Herbicide Policy and they <br /> asked for a report back in May. Sonny worked with VMAC to come up with the cover letter, and <br /> on the 2"d page of the memo, the definition written was taken to the Board in the middle of May., <br /> The Board made one change on the 2"d page, Definition of Last Resort, taking it forward <br /> indicating in the 2"d sentence that the herbicides to be used must be approved by the Board of <br /> Health, which is the Board of County Commissioners.
