Leo Stapleton <br /> MEMBERS ABSENT: Don McClure <br /> B/CC PRESENT: None <br /> COUNTY STAFF: Ollie Snowden, Sonny Chickering, Mike Russell, Doug Putschler, <br /> Stephonee Colley <br /> GUESTS: AI King <br /> <br /> i <br /> <br /> ! Stapleton called the meeting to order at 5:45 p.m. <br /> Ollie Snowden announced that Don McClure had a. heart attack and has resigned from the committee. AI <br /> King will be appointed a member of the committee by Commissioner Tom Lininger on June 4, 2003, and <br /> has been invited to attend this meeting. <br /> I. PUBLIC COMMENT -None <br /> II. APPROVAL OF MINUTES <br /> ~ ~ Motion: Ogle moved to approve the minutes of April 2, 2003, with correction as listed below. <br /> Maury seconded. All present voted in favor and motion carried. <br /> Correction: Stagecoach Road -the committee passed Staff recommendation at the last meeting. <br /> III. TRAFFIC SAFETY PRESENTATION -ANN .HOLDER, ODOT <br /> Holder introduced herself and brought brochures regarding public information education and <br /> .other information on driver and pedestrian safety. Her department is currently working with the <br /> sheriffs office and police department regarding speed issues, providing literature in Spanish, and <br /> working with schools to get bicycle safety programs going. Lane County has the highest count of <br /> road fatalities in Oregon and her department is trying to implement programs that could reduce <br /> the high number fatalities. Ann Holder is the main person who works on traffic safety issues, and <br /> overtime work zone fatalities/monies used on state highway and city/county projects. <br /> 1V. 'EUGENE FEDERAL COURTHOUSE <br /> Snowden referred to a letter received by him from Kurt Corey, City of Eugene Public Works, <br /> dated May 6, 2003, requesting two phases of funding. The concept is that the City of Eugene <br /> would work with Congressman Peter DeFazio and other members of our congressional <br /> delegation to get an earmark project for the Federal Courthouse transportation improvements as <br /> part of the next transportation bill that comes out of Congress. Those projects typically include a <br /> local match of 20%, so the City of Eugene is looking at the County to provide that match. For the <br /> first phase; Corey and Snowderi figured that the City would need about $340,000. One way to do <br /> that would be to go back to the CAPP program -the City had been awarded $325,000 by the <br /> County to the City to extend Oak Street, but there are problems getting that project going. The <br /> suggestion here is to take that $325,000 from the Oak Street project, call this project dead as far <br /> as CAPP program goes, and apply the money to phase 1 of the courthouse project, and then the <br /> Roads Advisory Committee -May 28, 2003 <br /> Page 1 of 4 <br /> <br />
